Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of October 21, 2020 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from September 16, 2020 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of September 16, 2020. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Snow and Ice Control Policy <br />The City Council approved the Snow and Ice Control Policy and Procedures on April 4, 2011. The purpose is <br />to maintain uniform procedures for snow and ice operations which are cost effective and safe. Removal of <br />snow and ice from sidewalks and trails is a lower -priority operation that is done after all streets and public <br />parking lots have been cleared. The policy identifies criteria for which trails and sidewalks shall be cleared as <br />well as when the operations will take place and what the level of service is. Staff is recommending updates <br />to the policy. <br />THE 2011 SNOW AND ICE CONTROL POLICY IS ATTACHED. <br />Lions Park Design Development <br />A joint workshop was held with the City Council and Parks Commission on June 29, 2020. At the meeting of <br />July 15, 2020 the Parks Commission approved a revised Master Plan and Feasibility Study. The City Council <br />adopted the Master Plan and approved the Feasibility Study at their July 20, 2020 meeting. <br />Development of the design of the park will take place this fall. At the October 5, 2020 meeting, the City <br />Council approved agreements with WSB and HCM Architects. At the meeting of October 19, 2020 the City <br />Council appointed stakeholders to the pavilion and playground stakeholder committees.
