Page 2 <br />Commission Recommendations: <br />WSB presented the options to the City of Hugo Parks Commission on August 191" for review and <br />feedback. WSB was provided the following recommendations to take into a preferred feasibility <br />design: <br />1. Show an 8-foot separated bituminous trail with 5-foot buffer on the west side only for both <br />segments from 145t" St N to Egg Lake Road with corresponding costs for consideration. <br />Trail Feasibility Plan: <br />The Goodview Ave Trail Feasibility Plan includes the following segments with impacts and <br />potential costs identified for consideration: <br />145t" St N to Geneva Ave N: $1.4 - $1.8M <br />• 8-foot separated bituminous trail with 5-foot boulevard buffer on west side of road <br />• Painted crosswalks (2) at 145t" St N and Goodview Ave N <br />• Added pedestrian ramps (2) at 145th St N and Goodview Ave N <br />• Extend existing culverts with flared end sections (5) <br />• Wetland mitigation for impacts to existing wetlands at a 2:1 ratio <br />• Modifications to the existing monument sign landscape bed at Geneva Ave N and <br />Goodview Ave N <br />• Existing utility pedestal to be relocated (by utility company) <br />• Pedestrian ramp at Geneva Ave N <br />• Portions of the corridor that currently show outside of the ROW are assumed to require <br />trail easements (costs TBD) <br />145t" St N to Geneva Ave N SHARE THE ROAD Option: $7 - $11,000 <br />Geneva Ave N to Egg Lake Road: $500 - $650,000 <br />• 8-foot separated bituminous trail with 5-foot boulevard buffer on west side of road <br />• Pedestrian ramps (2) at Geneva Ave N and Goodview Ave N <br />• Painted crosswalk (1) at Geneva Ave N and Goodview Ave N to be completed as part of <br />future development when proposed trails are completed (costs not included at this time) <br />• Retaining wall may be necessary between proposed trail and existing stormwater pond to <br />avoid impacts to storm outlet <br />• Extend existing culverts with flared end sections (3) <br />• Wetland mitigation for impacts to existing wetlands at a 2:1 ratio <br />• Entire corridor is assumed to have prescriptive ROW, requiring trail easements (costs <br />TBD) <br />• Entire corridor section is assumed to require trail easements due to prescriptive ROW <br />• Pedestrian ramp at intersection of Egg Lake Road to access existing shoulders & walk <br />• No further improvements identified at Egg Lake Road (to be designed by Washington <br />County as part of intersection road improvement project) <br />Geneva Ave N to Egg Lake Road Boardwalk Option: +$1.5 - $1.8M <br />K:\016114-OOOWdmin\Docs\016114_2020-0916_Goodview Ave Feasibility Summary.docx <br />
