Minutes <br />Parks, Recreation, and Open Space Commission <br />Meeting of November 20, 2019 <br />Hugo City Hall, 7:00 pm <br />Present: Cathy Moore-Arcand, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson <br />Absent: Roger Clarke, Shawn Haag <br />Staff Present: Scott Anderson, Public Works Director <br />Shayla Denaway, Parks Planner <br />Debi Close, Parks Secretary <br />Chair Strub called the meeting to order at 7:00 pm. <br />1. Approval of Minutes from the October 16, 2019 Meeting <br />Tennyson made a motion, Moore — Arcand seconded to approve the minutes of the October 16, 2019 Parks <br />Commission meeting. <br />Ayes: Mat Rauschendorfer, Dave Strub, Ranell Tennyson <br />Abstained: Cathy Moore—Arcand, Nicole Schmid <br />Motion carried. <br />2. Rice Lake Reserve Sketch Plan <br />Shayla Denaway, Parks Planner, presented the Rice Lake Reserve Preliminary Plat and Planned Unit <br />Development sketched proposal by Fenway Land Company. The plan includes 90 residential lots, preserved <br />wetlands, storm water reuse, a gathering space and an off road trail. Fenway Land Company is offering park <br />dedication of .5 acres land and the remainder paid in fees which would be $181,444. The park dedication <br />requirement would be 3 acres of land, payment of fees (currently $216,000) or a combination. A park is not <br />needed in the development according to the Neighborhood Park Service Area Map as it is served by Diamond <br />Point Park and Hanifl Fields Athletic Park that are %2 mile from the proposed development. <br />Rauschendorfer stated that he doesn't want to see kids on Goodview Avenue and that we would like to see a <br />trail constructed on Goodview Avenue. <br />Mark Guenther from Fenway Land Company answered the Commission's questions. <br />Page 1 of 2 <br />Parks Commission Minutes <br />November 20, 2010 <br />
