of 3 acres would be required with this 29.56 acre development. Therefore, the proposed <br />dedication of .5 acres would satisfy 16% of the requirement and the remaining 84% <br />would be satisfied through fees. Currently, the park dedication fee is $2,400 per unit and <br />would therefore be $2,016 per unit or $181,440 in total. Without a land dedication, the <br />total park dedication fee would be $216,000. <br />3. CONSISTENCY WITH PARK PLAN <br />The proposal includes a .5 acre park/ open space for residents near the central stormwater <br />pond. The developer describes that it would be an open area/ gathering space with park <br />needs being met by Hanifl Fields Athletic Park. The property includes a pass through <br />trail and lift station. The Parks, Trails, and Open Space plan outlines standards for <br />developing city parks. Neighborhood parks shall be 5- 20 acres in size and would <br />typically include a playground, athletic field, natural area, and picnic shelter. The <br />development is in Neighborhood Park Service Area 9 (NP-9) which includes Diamond <br />Point Park. An additional park is not needed in NP-9 as it currently has a total population <br />of 1,222 and the development will not lead to exceeding the standard of 1 park per 5,000 <br />people. Additionally, the development is within '/z mile service area of Hanifl Fields <br />Athletic Park. <br />The Existing and Proposed Trails Map shows a trail in the area of the development <br />connecting Goodview Avenue North to Hanifl Fields Athletic Park. This is proposed to <br />be constructed. City trails are also planned on the south side of CR8/ Egg Lake Road and <br />west side of Goodview Avenue North. These are outside of the area of the development <br />but will provide future connections to the neighborhood and are anticipated to be <br />constructed in the future at the time of road reconstruction. Sidewalks are required to be <br />built in developments with lots less than 80' wide (Sec. 90-336). The applicant is not <br />showing sidewalks in the neighborhood. <br />4. STAFF RECOMMENDATION: <br />Staff recommends that the Parks Commission support construction of the off -road trail. <br />The developer is proposing that the .5 acre neighborhood gathering space be considered <br />for park dedication. Staff recommends that this not be dedicated as public park and that <br />the park dedication be satisfied by payment of the full fee, which is currently $2,400 per <br />unit ($216,000 for 90 units). <br />ATTACHMENTS: <br />1.
