Rice Lake Reserve <br />Hugo, MN <br />Project Narrative <br />n 1 <br />�LC Dui��J <br />2 3 2 <br />_ 11+ _ 03t4 <br />1q- 035 <br />Rice Lake Reserve consists of 4 different properties on 51 acres situated on the NE corner of Egg Lake <br />Road N and Goodview Lane N. Bordered by some 20 acres of wetland, Rice Lake Reserve will create a <br />connection with the natural surroundings along with connecting the community to its eastern Park. The <br />community will provide a mix of one and two-story housing styles that market to multiple generations of <br />buyers. The community is being developed by Fenway Land Company and homes will be built/sold by MI <br />Homes. <br />Request <br />We are seeking approval for Preliminary Plat and PUD for the 51-acre site. The proposed 90 home <br />community creates a gross density of 1.75 homes per acre. The net developable area of 31 acres creates <br />a net density of 2.9 homes per acre which is still below the R-3 zoning district of 4 homes per acre. <br />The typical lot width is 55' with an average area of 8250 square feet along with home sizes ranging from <br />1500 SF to 2600 SF. Side yard setbacks are 7.5' and 7.5'. Buyers today are less interested in a large yard <br />and large homes that they must maintain. <br />The PUD allows for flexibility in the standard zoning code. Providing housing within the City that creates <br />a sense of community between multiple generations of homeowners, preserves the natural <br />surroundings of the property, and is reasonable in price are the main reasons that a PUD makes the <br />most sense for this property. The deviations we are requesting from the standard zoning code are for lot <br />size, lot width, and lot side setbacks. <br />In evaluating the criteria specified in the zoning code, Rice Lake Reserve is offering the following in <br />exchange for flexibility: <br />-Preserving natural features - Of the 20 acres of wetlands, only .56 acres are impacted. The majority of <br />these impacts are in the middle of site where stormwater ponding will be located. The wetlands to the <br />north and south are preserved with natural views for the residents. Trees along east side of Goodview <br />will remain as a natural buffer. <br />-Trail Connection — a 2875' trail will connect Goodview to Egg Lake Road by meandering around the <br />pond and through the community. This connection will also allow residents in neighboring communities <br />to gain access to Hanifl Park on the east side of town. <br />-Storm Water Reuse —The development will utilize the ponding system for an irrigation system that <br />covers common areas, park area, and residents' yards. This helps with meeting the site infiltration <br />requirements along with conserving City water needed for homes and businesses. <br />-Architectural Design — MI Homes has shown their design success in the City with their Villa Homes. This <br />product will be provided in Rice Creek Reserve along with a new two-story product that is equally <br />attractive.
