Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of April 21, 2021 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from March 17, 2021 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of March 17, 2021. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Oneka Lake Reserve Park Dedication <br />Oneka Lake Reserve, LLC has submitted an application requesting approval of a Preliminary Plat and Planned <br />Unit Development (PUD) amendment for a residential development to be known as "Oneka Lake Reserve". <br />The development consists of 40 attached townhomes in a mix of 2 and 3 unit two-story buildings located <br />north of 1501" Street. The development also includes a private street, a public neighborhood park, <br />stormwater re -use, and sidewalks. The developer is proposing to dedicate a combination of land and fee to <br />satisfy park dedication. Staff recommends acceptance of .45 acres of park land to satisfy park dedication <br />requirements and the remainder to be paid in fees. <br />PLEASE SEE THE ATTACHED MEMO. <br />Goodview Avenue Trail Facility Study <br />Lions Park and a new WBLAS Elementary School are planned to be under construction in summer 2021. A <br />pedestrian connection between Lions Park, the school, and the existing trail along Oneka Parkway is <br />desirable. The natural open space owned by the City and School District is substantial, but the majority of it <br />is wetlands. A proposal was received by WSB to study the feasibility of trails in this area for $16,000. It <br />includes mapping the approved wetland delineations of the various parcels, delineating remaining wetlands, <br />as well as preparation and evaluation of conceptual trail alignments and a concluding report. In November <br />2020, the City applied for funding for this project through Living Healthy Washington County and the <br />Statewide Health Improvement Program. The City has had several successful SHIP Active Living Partnership <br />Projects, but was not awarded funding for the trail study.
