2. The stormwater ponding for this site is directly connected to the wetland basins. All stormwater <br />runoff is needed so the wetland (existing and newly created) will not dry out. <br />3. If the stormwater basins are used for irrigation this water will be diverted away from the <br />wetlands and cause a wetland loss. <br />4. The change in runoff volume (from row crops to single family homes) is not enough of an <br />increase to offset the loss of runoff volume to a water re -use irrigation system. <br />5. The amount of runoff volume needed to sustain an irrigation system will not allow enough <br />runoff in both volume and frequency to leave the ponds and feed the wetlands. <br />6. Additional water reuse calculations and reasoning is contained in the project stormwater <br />management report. <br />Phasing plan and proposed development schedule: <br />The current" phase line" is shown on the preliminary plans. The project (home sites, streets and utilities) <br />will be developed in two phases (west and east). The entire project will be graded in one phase however <br />which is needed to implement the complex wetland mitigation and stormwater management plan as <br />well as earthwork balance. The west side of the development will be phase 1 and will be constructed in <br />2021. The east side of the development will be Phase 2 and will be constructed in 2023. <br />Housing Types: <br />Golden Valley Land Co. is partnering with Centra Homes as the exclusive builder for this project. <br />As discussed above, we are proposing two housing types that will fit on the proposed lots: 40' wide <br />single level homes (on 50' wide lots) and 29' wide two story homes (on 44' wide lots). Both housing <br />types will be slab on grade. We provided sample elevations of these homes in this narrative. <br />40' Wide Single Level Homes: <br />These architecturally designed homes will range in size from 1,382 square feet up to 1,903 square feet <br />with a variety of elevations. The interiors will have 1-3 bedrooms and 2.5 bathrooms and 2 car garages. <br />We will work with the new homeowner to select exterior and interior options to create a home for <br />them. Sample elevations and floor plans are provided in Exhibit A <br />We have found that these homes appeal primarily to the empty nest buyers but also many other buyer <br />types (single professionals, move down buyer, etc.) like having a single level home. The homes have <br />been designed with special attention to the elevations to enhance the streetscape. The living space of <br />the home has been focused on the rear of the house to allow home buyers to enjoy the open space that <br />the majority of the lots will enjoy. <br />The 40' wide single level homes will be built on lots with a 5' side yard - thus 10' between homes. In <br />discussion with City Staff a few questions were asked about the spacing of 10' between homes. We <br />know of many neighborhoods in the Twin Cities area that are building homes with 10' between homes. <br />To help Staff, Commission and Council better visualize this spacing, we have provided some pictures <br />(See Exhibit B) of the 10' spacing. In addition, Centra Homes is building in a few subdivisions that have <br />this guideline and we can provide a list of neighborhoods if anyone would like to drive through some of <br />these neighborhoods. <br />29' Wide Two Story Homes: <br />
