BACKGROUND: <br />At the Parks Commission meeting of March 20, 2019, the Parks Commission reviewed a <br />sketch plan application for "The Meadows at Hugo". The Commission provided <br />guidance on the use of city -owned property to extend Farnham Avenue and the adjacent <br />future park property. The Parks Commission discussed that payment of park dedication <br />fees was preferable than land due. The Commission also provided input on the proposed <br />trails. <br />2. DESCRIPTION OF REQUEST: <br />The applicant is requesting approval of a preliminary plat, planned unit development <br />(PUD), and comprehensive plan amendment for a residential development. The PUD <br />totals 32.93 acres and has 5.92 acres of wetlands for a net area of 27.01 acres. The <br />preliminary plat proposes a total of 87 single family lots and six outlots. The property is <br />guided Medium Density Residential and in keeping with that, the applicant is proposing a <br />residential net density of 3.22 units per 1 acre. The property is currently zoned Future <br />Urban Service (FUS) and is proposed to be rezoned to Planning Unit Development <br />(PUD). <br />The property is generally located north of 159th Street North and east of Highway 61. The <br />plan shows 87 residential lots, wetlands and stormwater ponding areas, road and trail <br />connections, and sidewalks and trails. The applicant is proposing the project to be built in <br />two phases.
