West of the property is a 38 acre (16 acres of upland) City owned park property that was <br />dedicated with the Oneka Place development at the Parks Commission meeting of May <br />16, 2018. Per the request of the owner of the property on which the Meadows at Hugo is <br />proposed, 4.5 acres was separated from the city park property to allow for a future street <br />access. The applicant is proposing to construct an extension of Farnham Avenue North <br />through the City -owned property. The City's north water tower is also located in this <br />area. This will street also provide additional access to the future passive park. <br />The applicant is asking for PUD flexibility for smaller lot sizes, decreased setbacks, and <br />more. In exchange for that flexibility, among other items, the developer is proposing to: <br />• Preserve and enhance natural features with the trail system that meanders through the <br />development and connects to adjacent City park property. <br />• Create a connection through the Greenway Corridor in the City with the <br />establishment of a passive trail. <br />3. PARK DEDICATION: <br />The applicant is required to dedicate land, pay a fee, or a combination of land and fee to <br />satisfy park dedication per Sec. 90-324 of the City Code. The applicant is required to <br />dedicate 10% of the developable acres for park land with a density of 3.99 units per acre. <br />The applicant has indicated that there are 27 acres of buildable land in the development. <br />Therefore, the applicant would be required to dedicate 2.7 acres of park land. <br />However, the applicant is proposing to pay park dedication fees. During the sketch plan <br />process, the Parks Commission indicated that this was preferable. The current park <br />dedication fee is $2,400 per unit. With 87 units, the total park dedication fee collected <br />would be $208,800. <br />4. CONSISTENCY WITH COMPREHENSIVE PLAN: <br />Parks <br />Frog Hollow, an active park in neighborhood park service area 4, is within walking <br />distance and connected by trails. <br />Trails and Greenways <br />The applicant is proposing an eight foot trail throughout the development to connect <br />between the existing trail on Farnham Avenue North and eventually north to 165ffi Street <br />North, with future development. This is shown in the Trails Plan. The applicant has <br />shown a trail along both road connections to the north, which allows more options for <br />future connections to the north as well as provide a more consistent and linear corridor. <br />The applicant is also proposing a trail connection to the west that will provide <br />neighborhood access into the City -owned park land that is adjacent to the development. <br />The applicant has stated that there will be an additional mowed, passive trail along the <br />-2- <br />The Meadows at Hugo <br />February 17, 2021 <br />
