Minutes <br />Parks, Recreation, and Open Space Commission <br />Meeting of April 21, 2021 <br />Hugo City Hall, 7:00 pm <br />Meeting held at City Hall and remotely pursuant to Minn. Stat. Sec. 13D.021 <br />Present: Cathy Moore-Arcand, Roger Clarke, Emily McGinnity, Mat Rauschendorfer, Nicole Schmid, <br />Dave Strub, Ranell Tennyson, Alternate: Meredith St. Pierre. <br />Staff Present: Rachel Juba, Community Development Director <br />Shayla Denaway, Parks Planner <br />Debi Close, Parks Secretary <br />Chair Strub called the meeting to order at 7:02 pm. <br />1. Approval of Minutes from the March 17, 2021 Meeting <br />Tennyson made a motion, McGinnity seconded to approve the minutes of the March 17, 2021 Parks <br />Commission meeting. <br />Ayes: Cathy Moore-Arcand, Roger Clarke, Emily McGinnity, Mat Rauschendorfer, Nicole Schmid, Dave <br />Strub, Ranell Tennyson. <br />Motion approved. <br />2. Oneka Lake Reserve Park Dedication <br />Parks Planner Shayla Denaway presented the Oneka Lake Reserve park dedication proposal received <br />from Oneka Lake Reserve, LLC. The neighborhood is located north of 150t" St N at Generation Avenue. <br />The Preliminary Plat and Planned Unit Development includes 40 attached townhomes with a mix of 2 <br />and 3 unit two-story buildings. The development includes 6.7 acres of buildable land, a private street, a <br />public neighborhood park, stormwater re -use and sidewalk/trails. The developer is requesting to <br />dedicate a combination of land .45 acres and fees to satisfy park dedication. The proposed land <br />dedication of .45 acres satisfies 52% of the requirement. The remaining dedication would be satisfied by <br />payment of 48% of the fee, which is currently $2,400 per unit. The total fee paid for 40 units would be <br />$46,080. The development is currently zoned R4 with request to be rezoned to Planned Unit <br />Development. The surrounding developments are of a similar density and there may be an increased <br />demand for playground.
