Community Development Director Rachel Juba informed that the changes made from 2020 application <br />for this development were modified due to new fire sprinkler codes. The cost change altered the <br />dwelling sizes and building layout from the sketch plan. <br />Strub asked if there is a trail system to the current play structure at the Hugo Elementary on Francesca <br />Avenue. <br />Juba informed that a direct route to the playground would be across private property. <br />City Staff gave the developer recommendations to construct a pedestrian crossing at a road intersection <br />for pedestrian safety, to grade and seed the future park property, and to install a sidewalk through the <br />park. The park would be comparable to Cove Park in terms of size and amenities. The estimated cost <br />for a small is $45,000 - $60,000. Shelter cost would be estimated at $60,000. <br />Rauschendorfer made a motion, Moore-Arcand seconded to accept the proposed park dedication of .45 <br />acres of land and payment of fees with the developer grading, seeding, landscaping, and providing a <br />sidewalk in the future park with Oneka Lake Reserve PUD. <br />Ayes: Cathy Moore-Arcand, Roger Clarke, Emily McGinnity, Mat Rauschendorfer, Nicole Schmid, Dave <br />Strub, Ranell Tennyson. <br />Motion carried. <br />Moore-Arcand requested signage to indicate that it is a future park. <br />Rauschendorfer asked about available parking and noted that 150th Street could be used. <br />3. Lions Park to School Trail Study <br />Denaway presented a proposal from WSB for a trail feasibility study. The study would evaluate a new <br />trail north of Lions Park to the new White Bear Lake elementary school currently being constructed. <br />The WSB proposal includes a wetland delineation of 2 city -owned parcels, GIs mapping, and conceptual <br />trail alignments for $16,000. <br />Rauschendorfer was concerned with the property being mostly wetland and that the pedestrian crossing <br />would need boardwalks that are very costly. <br />WSB has expressed excitement for the project and are aware that the cost of construction is likely high. <br />However, grants are likely available because of the educational value of the wetlands that would be <br />accessible with a trail. <br />Moore-Arcand stated it would be a mistake to not purse if this opportunity is available. <br />Moore-Arcand made a motion, Rauschendorfer second to approve the feasibility study between Lions <br />Park and the new White Bear Lake Elementary School. <br />Page 2 of 3 <br />Parks Commission Minutes <br />April 21, 2021 <br />
