4. RECENT PARK DEDICATIONS: <br />Since 2015, the City has approved $1,683,682 in park dedication fees and acceptance of <br />30 acres of parkland. In that time, the City has added Cove Park and a future passive <br />park near Oneka Place to the parks system. This included the grading, parking lot, <br />landscaping, playground equipment, two courts, and a picnic shelter. Purchasing land for <br />the park would have been an additional cost had it not been dedicated. <br />5. COMPREHENSIVE PLAN: <br />The 2040 Comprehensive Plan Guides the city on all development, land use, and more. <br />The Parks, Trails, and Open Space Plan specifically guides development of the city's <br />parks system. The developable areas of Hugo are divided into neighborhood park service <br />areas to help locate new parks and ensure a level of service to residents. It is anticipated <br />that a 12 additional neighborhood parks would be needed to serve the projected 2040 <br />population at a rate of 1 park per 5,000 residents. The other standard used is to locate <br />parks within 1/2 mile from residences which would necessitate up to 36 new <br />neighborhood parks. <br />The Land Use Chapter of the Comprehensive Plan estimates that Hugo's population will <br />be 40,000 in 2040 with a full build out within the Metropolitan Urban Service Area. The <br />developable acres guided for residential development in Hugo total 4,211. With the <br />various allowable densities, the range of the number of units that could be constructed at <br />full build out of those acres is 12,610 to 31,863. At the current fee of $2,400; without <br />land dedication, the total park dedication fee collected for the full build out would range <br />from $30,264,000 to $76,471,200. Considering the wetlands/ undevelopable land in <br />Hugo as well as the trending densities would lead to the prediction that the actual <br />dedication collected would be at the lower end of this range. <br />-3- <br />Park Dedication Fee <br />November 15, 2021 <br />
