CITY OF HUGO <br />PARKS COMMISSION REPORT <br />TO: City of Hugo Parks, Recreation and Open Space Commission <br />FROM: Shayla Denaway, Parks Planner <br />SUBJECT: Park Dedication Fee Research <br />DATE: October 8, 2021 for the Parks Commission meeting of October 13, 2021 <br />1. BACKGROUND: <br />At the Parks Commission meeting of September 15, 2021, the Park Dedication Policy <br />was reviewed. The Parks Commission periodically reviews this policy to ensure that it <br />continues to allow a system of parks to be constructed to meet the demand created with <br />new developments. The Commission did not recommend any changes to the policy but <br />directed staff to research the park dedication fee. The City Council authorized the Parks <br />Commission to evaluate the fee at their meeting of September 20, 2021. <br />The park dedication fee is currently $2,400 per residential unit. This is set annually by <br />the City Council with the fee schedule. The fee was last evaluated in 2010 but no <br />changes were recommended and the fee has continued to be $2,400 since then. <br />Staff has researched the park dedication fee by: <br />• Comparison to the fees of other cities <br />• Park dedication received with recent developments <br />• Evaluating Hugo's developable acres and park needs in the Comprehensive Plan <br />2. CITY COMPARISON: <br />The Metropolitan Council published the initial results from the 2020 Census in August <br />2021. Hugo's population went from 13,332 in 2010 to 15,766 in 2020. This equates to a <br />population change of 2,434 and growth rate of 18.2%. <br />The City of Roseville researched the 2020 park dedication fees charged by select cities <br />and shared this information with staff (attachment 3).
