3. RECENT PARK DEDICATIONS: <br />Since 2015, the City has approved $1,683,682 in park dedication fees and acceptance of <br />30 acres of parkland. COMPREHENSIVE PLAN: <br />The 2040 Comprehensive Plan Guides the city on all development, land use, and more. <br />The Parks, Trails, and Open Space Plan specifically guides development of the city's <br />parks system. The developable areas of Hugo are divided into neighborhood park service <br />areas to help locate new parks and ensure a level of service to residents. It is anticipated <br />that a 12 additional neighborhood parks would be needed to serve the projected 2040 <br />population at a rate of 1 park per 5,000 residents. The other standard used is for <br />neighborhood parks to be located at a range of .25 and .5 miles from residences which <br />would necessitate up to 36 new neighborhood parks. <br />The Land Use Chapter of the Comprehensive Plan estimates that Hugo's population will <br />be 40,000 in 2040 with a full build out within the Metropolitan Urban Service Area. The <br />developable acres guided for residential development in Hugo total 4,211. With the <br />various allowable densities, the range of the number of units that could be constructed at <br />full build out of those acres is 12,610 to 31,863. At the current fee of $2,400; without <br />land dedication, the total park dedication fee collected for the full build out would range <br />from $30,264,000 to $76,471,200. The City Council has generally guided that park <br />dedication fees shall be used to construct neighborhood parks and that other sources of <br />funds shall be used for construction of community parks. Park dedication funds could be <br />used for new community parks. Funds received through park dedication can only be used <br />for new construction, not maintenance. Therefore, the $30 M to $76.5 M projected fee <br />collection would likely be used to construct the 12- 36 neighborhood parks projected to <br />be needed to serve the 2040 population. <br />-3- <br />Park Dedication Fee <br />October 13, 2021 <br />
