Feasibility Report <br />2022 Oneka Parkway Improvement Project <br />City of Hugo, MN <br />WSB Project No. 018888-000 Page 1 <br />1. EXECUTIVE SUMMARY <br />The proposed improvements for the 2022 Oneka Parkway Improvements Project involves street <br />reconstruction and mill and overlay of the existing Oneka Parkway in Hugo, MN. The project is located <br />along Oneka Parkway between Frenchman Road (CSAH 8) and Heritage Parkway. Oneka Parkway is <br />proposed to have a mill and overlay from CSAH 8 to Farnham Avenue. A partial reconstruction is <br />proposed between Farnham Avenue and Heritage Parkway. The proposed project also includes the <br />addition of a northbound right-turn-lane at Oneka Parkway and CSAH 8 as well as traffic signal <br />improvements at the intersection. The recently constructed intersection of Oneka Parkway and 147th <br />Street is excluded from the mill and overlay portion of the project. A map of the proposed street <br />improvements is located on Figure 1 in Appendix A. The south portion of Oneka Parkway from CSAH 8 <br />to 147th Street is zoned Central Residential (CR-3), while the remaining portion of the project area is <br />zoned as Planned Unit Developments (PUD). <br />The cost of the street project is estimated to be $2,599,733.27. The project costs include a 5% <br />contingency and 25% indirect costs. Funding for the project will consist of assessments, City Street CIP <br />Funds, and State Aid Funds. A detailed Opinion of Probable Cost can be found in Appendix B. The <br />signal improvements at Oneka Parkway and CSAH 8 are estimated to cost $400,000. Funding for the <br />signal will be split with Washington County. City sources will consist of City Street CIP Funds and State <br />Aid Funds. <br />The project schedule proposed includes construction beginning as soon as June 2022, with substantial <br />completion by late summer 2022. <br />The project is feasible, necessary, and cost-effective from an engineering standpoint and should be <br />constructed as proposed herein.
