Feasibility Report <br />2022 Oneka Parkway Improvement Project <br />City of Hugo, MN <br />WSB Project No. 018888-000 Page 4 <br />4. PROPOSED IMPROVEMENTS <br />4.1 Surface <br />Oneka Parkway surface improvements are proposed between CSAH 8 and Heritage Parkway. Mill and <br />overlay are proposed from CSAH 8 to the south limits of the new 147th Street intersection pavement. Mill <br />and overlay will resume at the north limits of the 147th Street intersection improvements and end at the <br />south leg of the intersection with Farnham Avenue. A partial reconstruction is proposed on Oneka <br />Parkway from the south leg of the Farnham Avenue intersection (the north limits of the mill and overlay) to <br />the intersection with Heritage Parkway. The proposed improvements include the removal and <br />replacement of portions of concrete curb and gutter along the full length of the project extents as <br />condition warrants. The boring locations and logs, included in Appendix D, show adequate class 5 and <br />subgrade sections already in place through the reconstruction segment. <br />The basic geometry of the roadway is not proposed to be significantly changed in any portion of the <br />project, either horizontally or vertically. The typical section for both segments of the roadway are included <br />in Appendix A and match the existing parkway section. Existing storm and sanitary castings are <br />proposed to be adjusted and replaced, with no other utility changes. Existing pedestrian crossings are <br />proposed to be removed and rebuilt to current ADA standards at each intersection that is disturbed by this <br />project. <br />4.2 Storm Sewer <br />The existing storm structure castings will be removed and replaced to match the new roadway elevations. <br />In addition, the storm structures that have heaved will be evaluated in final design to determine if any <br />additional actions are needed during construction to reduce future issues. <br />4.3 Oneka Parkway and CSAH 8 Intersection <br />A new northbound right-turn lane is proposed on Oneka Parkway. This construction will necessitate <br />reconstruction of adjacent multi-use trail and relocation of two storm sewer catch basin manholes. <br />Washington County has agreed to allow construction of a full traffic signal at the intersection to occur with <br />the 2022 street project to avoid future impacts to traffic and pavement. The signal is currently identified in <br />the County’s CIP for 2024. <br />4.4 Permits/Approvals <br />The anticipated permits and approvals required, and the respective regulatory agencies are listed below. <br />City of Hugo ......................................................................Drainage/Erosion Control Permit <br />MPCA NPDES/SDS ..............................................................................Erosion/Stormwater <br />4.5 Construction Access/Staging <br />The contractor will be responsible for providing access to all existing properties throughout the project. <br />The proposed methods of construction are the responsibility of the contractor. Adequately signed detours <br />will be identified to direct traffic around the construction zone and notify users of the increased truck and <br />construction activity. Detours will be used only if absolutely necessary to ensure the safety of residents <br />and construction workers alike.
