Feasibility Report <br />2022 Oneka Parkway Improvement Project <br />City of Hugo, MN <br />WSB Project No. 018888-000 Page 3 <br />3. EXISTING CONDITIONS <br />3.1 Surface <br />The existing Oneka Parkway is a divided, asphalt paved roadway with one 14-foot lane on either side, <br />right and left turn lanes at each intersection, a landscaped median, sidewalk on the west side and multi- <br />use path on the east side. The roadway drainage is conveyed by storm sewers to regional ponds on <br />either side of the road. <br />3.2 Storm Sewer <br />Stormwater is collected in existing curb catch basins on either side of the divided roadway. These <br />discharge to stormwater basins on either side of the road. <br />In several locations, existing storm sewer inlets have heaved, resulting in the inlets elevation being higher <br />than the adjacent curb sections, sometimes to a significant degree. This is likely due to a high <br />groundwater level in the area freezing and thawing, causing the inlets to rise. <br />3.3 Oneka Parkway and CSAH 8 Intersection <br />The Oneka Parkway and CSAH 8 Intersection is currently controlled by stop signs on Oneka Parkway <br />with free-flow traffic on CSAH 8. The traffic lanes on the north leg of the intersection consist of two lanes <br />northbound that merge to a single lane after approximately 550 feet and single right-turn, left-turn, and <br />thru-lanes. The south leg is currently configured as a single southbound lane and in the northbound <br />direction, a left-turn lane and a thru/right-turn lane.
