G.7 Approve Advertisement for Public Works Worker Position The Public Works Department has a maintenance worker position vacancy. Staff recommends Council approve the advertisement for a Public Works Worker to fill that position. G.8 Approve Resolution Approving Property Line Adjustment for 6900 137th Street North and 7032 137th Street North – City of Hugo The City of Hugo is requesting approval of a property line adjustment for two City properties located at 6900 137th Street North and 7032 137th Street North. The properties include the existing Hugo Public Works building, Rice Lake Park, and Hanifl Fields Athletic Park. The proposed property line adjustment will result in the existing public works facility being on a separate parcel from all fields and park facilities. Staff found that the property line adjustment will comply with all applicable regulations in the City Code and recommends approval of the resolution approving the property line adjustment for property located at 6900 137th Street North and 7032 137th Street North. G.9 Approve Purchase Agreement with ISD624 for Public Works Facility-6900 137th Street The City of Hugo is vacating the existing Public Works facility located at 6900 137th Street North and has been working with the White Bear Lake Area School District on a purchase agreement to convey the existing PW facility and the 10-acre lot to the WBL School District. The purchase price for the property is $1,000,000.00 and includes the condition that the City has the right to repurchase the property in the future should there be a need. The purchase agreement includes corresponding easements and will allow continuing public access to the Rice Lake Centre. Staff recommends approval of the purchase agreement to convey the existing Hugo Public Works facility located at 6900 137th Street North to the WBL School District for a purchase price of $1,000,000.00. G.10 Approve Cooperative Agreement with DOT and White Bear Lake School District for TH61 and 152nd Intersection Improvements White Bear Lake School District has received bids for the intersection improvement at TH 61 and 152nd Street. The project is fully funded by the school district and consists of turn lane additions and signalization. Construction is anticipated to begin in April and will be completed prior to school starting in the fall of 2022. Highway 61 will remain open during construction. As part of Improvements located on a State Trunk Highway, Cooperative Construction Agreements are required by the Minnesota Department of Transportation. In this case, White Bear Lake School District is a party to the agreement due to their involvement in the project. Specifically, the agreement outlines the School District responsibilities related to costs, construction, plans and specifications, right-of-way, etc. The City will be responsible for maintenance of pedestrian facilities, minor signal system maintenance and power to the signal facilities. These are standard agreements they have for all communities. Staff recommends approval of the State of Minnesota Department of Transportation and City of Hugo and White Bear Lake School District Cooperative Construction Agreement.
