BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON MAY 2, 2022 <br /> <br />D.1 April 18, 2022, City Council Meeting <br /> <br />Staff recommends Council approve the above minutes as presented. <br /> <br />F.1 Recognition of Retiring Legion Commander Greg Burmeister <br /> <br />Greg Burmeister has been a member of the Hugo Legion for 50 years and the Legion <br />Commander for the past seven years. Greg has announced his retirement and is turning over <br />commander duties to a new commander this spring. Council will present a Certificate <br />Appreciation to Greg in recognition of his contributions to the community. <br /> <br />G.1 Approve Claims Roster <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Annual Performance Review for Parks Planner Shayla Denaway <br /> <br />Shayla Denaway was hired on May 11, 2009, as the Economic Development/Parks Intern. On <br />May 3, 2010, Council approved promoting Shayla as the new Parks Planner. Public Works <br />Director Scott Anderson recommends approval of the annual performance review for Parks <br />Planner Shayla Denaway <br /> <br />G.3 Approve Resolution Approving Minor Subdivision for 15595 Homestead Avenue <br />North-Lutz <br /> <br />Vincent Lutz is requesting approval of a minor subdivision to create two lots out of a 19.84-acre <br />lot. The lots created would be two 9.92-acre parcels. At its April 14, 2022, meeting the Planning <br />Commission held a public hearing and considered the request. There was no one that spoke <br />during the public hearing except the applicant with background information on the request. Staff <br />stated the application met the conditions to approve the request and recommended approval of <br />the minor subdivision, subject to the conditions listed in the resolution. The Planning <br />Commission agreed the application meet the criteria to approve a minor subdivision and <br />unanimously recommended approval of the resolution to the City Council. <br /> <br />G.4 Approve Award of 2022 Dust Control Contract <br /> <br />The City of Hugo currently applies dust control to approximately 23 miles of gravel roads <br />located within its municipal boundaries. The City’s 2022 General Budget has accounted for a <br />dust control project in 2022. As in past years, staff will also work with May Township to cost <br />share for the application of dust control on the shared portion of Keystone Ave. north of County <br />Road 4. Bids for dust control were received and opened on April 12, 2022. The following prices <br />were received: Northern Salt Inc. - $1.22/gallon (1st application), $1.20/gallon (2nd application), <br />Envirotech Services - $1.27/gallon (1st application), $1.27/gallon (2nd application). With City <br />Council approval, staff would coordinate with Northern Salt to deliver and place a total of <br />142,811 gallons of calcium chloride in two separate applications, once in mid-June and again in <br />mid-August. Staff recommends Council approval of a contract with Northern Salt Inc. in the <br />amount of $172,924.84 for the 2022 Dust Control Project.
