G. 15 Approve Resolution Approving Encroachment Agreement for 14237 Oneka <br />Parkway -Aldana <br /> <br />Jonathan Aldana has requested an encroachment agreement to allow construction of a fence <br />within a drainage and utility easement on property located at 14237 Oneka Parkway North. The <br />Senior Engineering Technician has reviewed the location of the fence and is comfortable with <br />the request. Staff has reviewed the request and recommends that the City Council approve the <br />resolution approving the encroachment agreement for Jonathan Aldana, for property located at <br />14237 Oneka Parkway North. <br /> <br />G.16 Approve Donation of School Bus to the Hugo Fire Department <br /> <br />First Student Bus Company would like to donate a used school bus to the Hugo Fire Department. <br />The department would use the bus to train on auto extrications. The department would pay $100 <br />to have the bus towed from Champlin to the City of Hugo. Following the training, a private <br />company from Wisconsin will pick up the bus to scrap and pay the department $500 for the scrap <br />material. Donations to the Fire Department must be approved by the Council. Staff recommends <br />Council approve the donation of the school bus from First Student Bus Company and recycling <br />of the bus for scrap value. <br /> <br />I.1 Award of Bid for 140th Street Extension Project <br /> <br />On Tuesday, April 22, 2022, Bids were opened for the 140th Street Extension Project. Seven bids <br />were received ranging from $404,333.33 to $515,936.93 with the Engineer’s Estimate totaling <br />$439,979. Staff recommends Council approve the award of Contract to Miller Excavating, Inc. in <br />the amount of $404,333.33. <br /> <br />I.2 Update on Hopkins Schoolhouse Meeting Held April 23, 2022 <br /> <br />A meeting was held on Saturday, April 23, 2022, at Hugo City Hall to gather those who may be <br />interested in saving the Hopkins Schoolhouse from demolition. In attendance were Mayor <br />Weidt, City Administrator Bryan Bear, City Clerk Michele Lindau, and approximately 22 <br />interested citizens. City Administrator Bryan Bear will provide an update on the meeting. <br /> <br />J.1 Discussion on Proposed North Star Wetland Bank <br /> <br />At their meeting of April 20, 2022, the Parks Commission discussed wetland banking and trail <br />construction on the North Star Elementary School property. WSB is proposing restoration of the <br />partially drained wetlands and construction of upland buffers with trails. This may qualify for <br />wetland bank credits. The Parks Commission is recommending that the first steps in evaluating <br />the project be taken, as outlined by Tony Havranek at WSB, if the White Bear Lake School <br />District is interested in a continued partnership. Rebecca Haug from WSB will present a <br />background on wetland banking and the proposed project. <br /> <br /> <br /> <br /> <br /> <br />
