Works Employees assist with mowing, garbage/litter removal, park maintenance, boulevard <br />maintenance and general public works maintenance. The following is a list of the seasonal <br />employees that staff is recommending for hiring: Martin Jorgenson (return), Russ Pastorius <br />(return), Madison Siebenaler (new), Jacob Orthaus (new). Staff recommends Council approve <br />the hiring of seasonal employees. <br /> <br />G.10 Approve Special Event Permit for MS 150 on Sunday, June 12, 2022 <br /> <br />The MS Society has submitted an application for a Special Event Permit for the MS 150 to be <br />held on Sunday, June 12, 2022. This requires a SEP because there will be approximately 1,800 <br />riders on the bike trail and streets in Hugo. This two-day ride will begin in Proctor, MN, has an <br />overnight stay in Hinkley, then will travel through Hugo to end in White Bear Lake. This is a <br />fundraising event for Multiple sclerosis, and has been held every year since 1980. Staff believes <br />the applicant has done a good job organizing the event and recommends council approve the <br />special event permit for the MS150. <br /> <br />G.11 Approve Special Event Permit for New Life Church Spring and Fall Events <br /> <br />New Life Church, 6000 148th Street North, has applied for a Special Event Permit to hold an <br />outdoor service and picnic on June 12, 2022, and a Fall Festival on September 25, 2022. These <br />events require a SEP because there will be amplified sound for the service and picnic games on <br />June 12, and music at their September 25 event. Staff recommends Council approve the SEP for <br />New Life Church’s Spring and Fall events as outlined in their applications. <br /> <br />G.12 Approve Special Event Permit for North Star Gay Rodeo <br /> <br />The North Star Gay Rodeo has applied for a Special Event Permit to hold a rodeo at the Dead <br />Broke Arena site at 5676 170th Street North on July 30-31, 2022. A SEP is required because <br />there will be amplified sound and alcohol served outside. Staff recommends Council approve <br />the SEP for the North Star Gay Rodeo as outlined in their application. <br /> <br />G.13 Approve Temporary Liquor License for the North Star Gay Rodeo <br /> <br />North Star Gay Rodeo has applied for a Temporary Liquor License to serve beer and seltzer at <br />their rodeo event on July 30-31, 2022. Staff has received completed payment, fee, and proof of <br />liquor liability insurance. Staff recommends Council approve the Temporary Liquor License <br />for the North Star Gay Rodeo. <br /> <br />G.14 Approve Resolution Approving Encroachment Agreement for 13474 Fondant Trail <br />North – Brouse <br /> <br />Michele Brouse has requested an encroachment agreement to allow construction of a fence <br />within a drainage and utility easement on property located at 13474 Fondant Trail North. The <br />Senior Engineering Technician has reviewed the location of the fence and is comfortable with <br />the request. Staff has reviewed the request and recommends that the City Council approve the <br />resolution approving the encroachment agreement for Michele Brouse, for property located at <br />13474 Fondant Trail North. <br /> <br />
