TO: Bryan Bear, City Administrator <br />FROM: Rachel Juba, Community Development Director <br />SUBJECT: Premier Bank - Sketch Plan – 5615 147th Street N <br />DATE: May 12, for the City Council meeting of May 16, 2022 <br />ZONING: Future Central Business (FCB) <br />COMP PLAN LAND USE: Mixed- Use (MIX) <br />REVIEW DEADLINE: May 21, 2022 (120-days) <br />1.PLANNING COMMISSION UPDATE: <br />At its April 28, 2022, meeting the Planning Commission reviewed the sketch plan. Staff <br />provided background to the Planning Commission as outlined in the staff report for the <br />sketch plan application. The applicant presented information to the Planning Commission <br />and stated that they are a family owned local bank, with not much traffic, and that over <br />90% of their business is online. They had concerns if the access was required to be on <br />147th Street because of security and proximity to the 147th Street and Highway 61 <br />intersection. <br />The Planning Commission does want to see this area develop in a way that meets the <br />downtown plan and thinks a bank use in general is a good use for the property. Some <br />Commissioners stated that they have been waiting for the downtown to develop for a long <br />time, and this is a start. Some Commissioners also agreed with the applicant that the <br />access on to Flay Avenue made sense for security and proximity to the intersection, in <br />addition to a disruption of the trail along the north side of 147th Street. However, they did <br />understand that commercial traffic would be accessing onto a local road and it will have <br />an impact on the residents in the area. The Planning Commission asked about traffic <br />counts for the bank. The applicant stated that the bank has low traffic count numbers, but <br />planned to grow in the future and they did not know how that would affect the traffic <br />counts, good or bad. <br />The Planning Commission asked how the developer intends to meet the downtown design <br />guidelines in regards to architecture and transitions between land uses.
