Premier Bank - Sketch Plan <br /> <br />2 <br /> <br />and intends to meet the guidelines. The applicant stated that the transitions between land <br />uses would likely be landscaping and fencing. <br /> <br />The Planning Commission asked staff about the rezoning of the property and what that <br />means for the other properties in the area. Staff stated that the rezoning and CUP for a <br />drive through would be for a commercial use and would allow all of the uses allowed in <br />the Central Business (C-1) zoning district to locate there. The rezoning is not specific to a <br />bank user. If this property is rezoned to C-1, the City should expect that each parcel will <br />be developed separately and individually, rather than a master planned for development. <br />The applicant added that it would be a large undertaking for someone to develop the <br />entire area zoned Future Central Business (FUS) as a master development. <br /> <br />The Planning Commission agreed that the residents in the area likely do not know that <br />their property is zoned or how the properties could be developed. There were some <br />concerns from the Commission on the drive through and access, and they would not like <br />to see a fast food restaurant or other high traffic users in that location at a key entrance <br />into downtown. <br /> <br />The Planning Commission unanimously made a recommendation to the City Council to <br />hold a neighborhood meeting with property owners with the zoning of Future Central <br />Business (FUS) to discuss what their property is zoned and how the area could develop. <br /> <br />2. DESCRPTION OF REQUEST: <br /> <br />The applicant is requesting informal comments on a sketch plan for a commercial <br />development on a 0.76 acre parcel for a 4,368 square foot bank with a drive-through. The <br />property is located on the northwest corner of 147th Street and Highway 61, currently <br />occupied by a residential home. The property is zoned Future Central Business (FCB) <br />and is located in the area of the City where development is guided by the downtown plan <br />and design guidelines. The applicant is proposing to rezone the property to Central <br />Business (C-1) to accommodate a commercial use. The applicant is also proposing a <br />drive-through lane for the commercial business. <br /> <br />3. BACKGROUND: <br /> <br />Surrounding Land Use and Zoning <br /> <br />The properties to the north and west are zoned Future Central Business (FCB) and are <br />occupied by residential homes. The properties to the east across Highway 61 are zoned <br />Central Business (C-1) and are occupied by a commercial uses. The properties to the <br />south are zoned Future Central Business (FCB) and Central Business (C-1) and are <br />occupied by single family homes and a commercial use. <br /> <br />Natural Characteristics of the Site <br /> <br />The property is currently vacant and is flat and it does not appear to have wetlands on the <br />property. <br />
