The application was considered complete on March 17, 2022, and <br />a subsequent notice of application was issued on April 4, 2022. The comment period for the <br />application expired on April 26, 2022; no comments were received. <br />The purpose of the project is to create a mixed housing type, residential community consisting of <br />218 residential units, a large borrow pond (identified as Lake 1000), and a trail which incorporates <br />a boardwalk system (see map). <br />A wetland boundary and type application was approved on September 25, 2020 and was issued <br />on January 18, 2021 for the western half of the project area and separate Notice of decision was <br />issued in 2017 approving the wetland boundary and types for the wetlands on the eastern half of <br />the project area. Collectively, these two approvals identified eight (8) wetland basins within the <br />project area. Vegetative communities represented by these wetlands include seasonally flooded <br />basins, wet meadows, and scrub-shrub wetlands. They provide the following wetland functions: <br />•Surface water detention <br />•Nutrient Transformation <br />•Carbon Sequestration <br />•Sediment and Particulate Retention <br />•Waterfowl and Waterbird Habitat <br />•Other Wildlife Habitat <br />Multiple alternatives were considered for this project to avoid and minimize impacts to wetlands. <br />The total amount of impact to on site wetlands using the preferred alternative is 0.9519 acres. <br />This amount of impact must be replaced and is proposed to be replaced using wetland bank <br />credits. The required wetland replacement ratio is 2.5:1; however, the proposed wetland bank is <br />G.15
