Hugo City Council Meeting Minutes for May 2, 2022 <br />Page 4 of 8 <br /> <br /> <br />Approve Ryan Nadeau as Training Lieutenant on the Hugo Fire Department <br /> <br />The training lieutenant position was vacated when Jason Palmquist was promoted to the <br />training captain. The three chiefs had interviewed four firefighters interested in the open <br />lieutenant position and selected Ryan Nadeau for the training lieutenant position effective May <br />1st 2022. Ryan would no longer be an engineer on the fire department. Adoption of the <br />Consent Agenda approved Ryan Nadeau as the new Training Lieutenant on the Hugo Fire <br />Department. <br /> <br />Approve Resignation of Firefighter Billy Lusk from the Hugo Fire Department <br /> <br />Firefighter Billy Lusk had submitted his letter of resignation from the department due conflicts <br />with his new employment. Billy had been on the department since August of 2018. Adoption <br />of the Consent Agenda approved the letter of resignation from Billy Lusk effective <br />immediately. <br /> <br />Approve Public Works Summer Seasonal Employees <br /> <br />Staff had requested Council approval to hire seasonal employees for the public works <br />department. In the 2022 General Fund Budget, Council approved funding for five seasonal <br />employee positions. There were two seasonal workers, Martin Jorgenson and Russ Pastorious, <br />who would be returning from last year. Staff had interviewed new potential hires and <br />recommended approval of two new seasonal employees. Staff was still searching for <br />additional applicants and would be coming forward with another request at a later <br />time. Seasonal Public Works Employees assist with mowing, garbage/litter removal, park <br />maintenance, boulevard maintenance and general public works maintenance. Staff <br />recommended hiring the following: Martin Jorgenson (return), Russ Pastorius (return), <br />Madison Siebenaler (new), Jacob Orthaus (new). Adoption of the Consent Agenda approved <br />the hiring of seasonal employees. <br /> <br />Approve Special Event Permit for MS 150 on Sunday, June 12, 2022 <br /> <br />The MS Society had submitted an application for a Special Event Permit for the MS 150 to be <br />held on Sunday, June 12, 2022. This required a SEP because there would be approximately <br />1,800 riders on the bike trail and streets in Hugo. This two-day ride would begin in Proctor, <br />MN, have an overnight stay in Hinkley, then would travel through Hugo to end in White Bear <br />Lake. This was a fundraising event for Multiple sclerosis, and had been held every year since <br />1980. Adoption of the Consent Agenda approved the special event permit for the MS150. <br /> <br />Approve Special Event Permit for New Life Church Spring and Fall Events <br /> <br />New Life Church, 6000 148th Street North, had applied for a Special Event Permit to hold an <br />outdoor service and picnic on June 12, 2022, and a Fall Festival on September 25, 2022. These <br />events required a SEP because there would be amplified sound for the service and picnic <br />games on June 12, and music at their September 25 event. Adoption of the Consent Agenda <br />approved the SEP for New Life Church’s Spring and Fall events as outlined in their <br />applications.
