Hugo City Council Meeting Minutes for May 2, 2022 <br />Page 3 of 8 <br /> <br />spoke during the public hearing except the applicant with background information on the <br />request. Staff stated the application met the conditions to approve the request and recommended <br />approval of the minor subdivision, subject to the conditions listed in the resolution. The <br />Planning Commission agreed the application meet the criteria to approve a minor subdivision <br />and unanimously recommended approval of the resolution to the City Council. Adoption of the <br />Consent Agenda approved RESOLUTION 2022-20 APPROVING A MINOR SUBDIVISION <br />FOR VINCENT LUTZ FOR PROPERTY LOCATED AT 15595. <br /> <br />Approve Award of 2022 Dust Control Contract <br /> <br />Annually, the City of Hugo applied dust control to approximately 23 miles of gravel roads <br />located within its municipal boundaries. The City’s 2022 General Budget had accounted for a <br />dust control project in 2022. As in past years, staff would work with May Township to cost <br />share for the application of dust control on the shared portion of Keystone Ave. north of County <br />Road 4. Bids for dust control were received and opened on April 12, 2022. The following <br />prices were received: Northern Salt Inc. - $1.22/gallon (1st application), $1.20/gallon (2nd <br />application), Envirotech Services - $1.27/gallon (1st application), $1.27/gallon (2nd <br />application). With City Council approval, staff would coordinate with Northern Salt to deliver <br />and place a total of 142,811 gallons of calcium chloride in two separate applications, once in <br />mid-June and again in mid-August. Adoption of the Consent Agenda approved the contract <br />with Northern Salt Inc. in the amount of $172,924.84 for the 2022 Dust Control Project. <br /> <br />Approve Resolution for No Parking on West Side of Farnham Avenue Between 149th St. <br />and Oneka Parkway <br /> <br />Staff had recently received a request from the Waters Edge Courtyard Home Association to <br />prohibit parking on the west side of Farnham Avenue North from 149th Street North to Oneka <br />Parkway North. The concern was that that the road was too narrow to allow for parking on both <br />sides of the roadway while still allowing traffic in both directions. Access to private roads and <br />mailbox accessibility was also raised. Farnham Avenue North was currently 35 feet wide as <br />measured from back-of-curb to back-of-curb. Based on MnDOT design guidelines for <br />roadways with on street parking, the existing road width would allow for parking on one side of <br />the road while still maintaining traffic in both directions. Adoption of the Consent Agenda <br />approve RESOLUTION 2022-21 RESTRICTING PARKING ALONG THE WEST SIDE OF <br />FARNHAM AVENUE NORTH FROM 149TH STREET NORTH TO ONEKA PARKWAY <br />NORTH. <br />Approve Resolution for No Parking along Oneka Parkway Between CSAH 8 and <br />Heritage Parkway <br /> <br />Oneka Parkway had been designated as a Municipal State Aid (MSA) roadway and would be <br />required to be constructed to meet the design requirements set forth by MnDOT as the City <br />would be expending MSA funds for the project. Staff requested approval to restrict parking <br />along both sides Oneka Parkway from Frenchman Road (CSAH 8) to Heritage Parkway as the <br />proposed pavement widths did not provide adequate width for parking on both sides of the <br />street. Prior to this project, parking was prohibited on Oneka Parkway between Frenchman <br />Road (CSAH 8) and Heritage Parkway. Adoption of the Consent Agenda approved <br />RESOLUTION 2022- 22 RESTRICTING PARKING ALONG ONEKA PARKWAY FROM <br />FRENCHMAN ROAD (CSAH 8) TO HEIRTAGE PARKWAY <br />FOR THE 2022 ONEKA PARKWAY IMPROVEMENT PROJECT.
