<br />Job Description <br /> <br />Position Title: Associate Planner <br />Department: Community Development Director <br />Immediate Supervisor’s Title: Community <br />Development Director <br />Pay Grade: 6 <br />Salary Range: $61,029 to $79,503 <br /> <br /> <br />PURPOSE <br />To assist with the development and implementation of the comprehensive plan, and other land <br />use plans, regulations, and policies; to assist in the development/project review process, and <br />related matters, and to assist with enforcement of City policies and ordinances. Duties for this <br />position include conducting research and preparing detailed staff reports, presenting information <br />orally, conducting site inspections, and responding to inquiries and land use complaints. <br /> <br />ORGANIZATIONAL RELATIONSHIPS <br />Reports to: Community Development Director, Planning Commission, Economic Development <br />Authority <br />Communicates with: Internally – Building Official, Building Inspectors, City Administrative <br />Staff, Consulting Engineer, Planning Consultant; Externally – Other community <br />development directors and planners, Metropolitan Council and other state agencies, <br />county departments and federal agencies, builders/developers and contractors, area <br />business and community organizations, and residents. <br /> <br />ESSENTIAL FUNCTIONS <br /> Researches, analyzes, and prepares reports on pending applications, code changes, <br />variances, and planning studies. <br /> Prepares maps, charts, and other graphic presentations to illustrate planning reports and <br />studies. <br /> Provides staff support for the Planning Commission, the Hugo Economic Development <br />Authority, and/or as assigned; produces, presents, staff reports and answers questions <br />regarding them. <br /> Assists in maintaining the electronic filing system in the City. <br /> Assists in processing applications. <br /> Assists the Building Official with Code Enforcement issues as directed. <br /> Conducts field inspections to inspect project sites and enforce city codes and ordinances. <br /> Meets with applicants to review proposals, provide information, suggest alternatives, and <br />resolve issues and problems. <br /> Conducts planning studies and projects as assigned. <br /> Reviews development and redevelopment plans, agreements and building permits to <br />ensure they meet city ordinances, city council conditions and policies; prepares reports <br />and correspondence with sound recommendations. <br /> Assists the Community Development Director in accomplishing the duties and <br />responsibilities of the department including administering city land use controls and <br />carrying out the city comprehensive plan consistent with city policy; provides advice and <br />recommendations to the Director. <br /> Prepares, revises and implements the City’s Comprehensive Plan, Zoning, Subdivision, <br />Environmental Protection Ordinances, and related documents to ensure consistency with <br />Council policy and direction and orderly development. <br /> Reviews proposed changes in the Land Use Plan, Zoning and related codes for <br />effectiveness and recommends changes to ensure a sound city planning program.
