Watermain is proposed to be extended south from the Birch Tree Ponds development from <br />existing stubs extending from 135th Street. Watermain will be installed to the street limits but <br />is not proposed to be extended further. <br />9. Sanitary sewer is proposed to be extended south from the Birch Tree Ponds development <br />from existing stubs extending south from 135th Street. Both current stubs are 10” pipe but will <br />be reduced to 8’ throughout the development and are not proposed to be extended beyond <br />the current development limits. Adjacent areas are served from different sewer service <br />districts. <br /> <br />Stormwater Management/Wetlands <br /> <br />10. The site is proposing water quality requirements primarily through water reuse for onsite <br />irrigation. The remaining water quality required will be provided by the stormwater ponds <br />onsite. Additional information on the irrigation design needs to be confirmed to determine the <br />amount of water quality the water reuse can provide. The pond designs need to be updated <br />to be in line with the City’s requirements. <br />11. The site is proposing to meet rate control with the onsite ponds. It is unclear if the site is <br />meeting rate control requirements currently. The hydraulic and hydrologic models should be <br />updated in line with City and RCWD requirements to confirm rate control is being met. We <br />are confident the site will meet necessary requirements, however we will need to receive <br />supporting documentation prior to approval of plans and issuance of the stormwater permit. <br />12. While there is not regulated FEMA floodplain on the site, there is RCWD regulated floodplain <br />present. The RCWD regulated floodplain elevation for this area is 929.82. All fill below the <br />regulated floodplain elevation will require compensatory storage. <br />13. Outlot B is proposed for a wetland bank and will remain in ownership of the developer. Access <br />to outlot B shall be determined at the time of the wetland bank application and approval. If the <br />wetland bank is not approved, the outlot shall be deeded to the City. <br />14. A notice of decision related to approval of wetland replacement plan is prepared and will be <br />brought forward for council approval, pending development approval. <br />15. Additional detailed redline drainage comments have been provided to the applicant and will <br />need to be addressed prior to the approval of the preliminary plat plans and issuance of the <br />stormwater permit. <br /> <br />Thank you for the opportunity to provide comments on this project.
