Hugo City Council <br />July 25, 2022 <br />Page 2 <br />K:\019629-000\Admin\Permits\21.26 Integrity Development_13452 Goodview <br />Ave\Replacement\MEMO_HugoCityCouncil_GoodviewEstatesWetlandReplacement_072522.doc <br />x <br />The fourth and preferred alternative, is to eliminate the alignment of 134th St., and utilize cul de <br />sacs and existing stubbed roadways from the north to provide access to the development and <br />individual lots. <br /> <br />The total amount of impact to wetland B is 0.38 acres, wetland C 0.05 acres, and F 0.11 acres <br />using the preferred alternative is 0.53 acres total (rounding discrepancy if you add the above <br />totals). This amount of impact must be replaced and is proposed to be replaced using wetland <br />bank credits. The required wetland replacement ratio is 2.5:1; however, the proposed wetland <br />bank is within the same bank service area (BSA) 7, which allows a reduction of 0.5:1; resulting in <br />a required replacement ration of 2:1. <br /> <br />The proposed wetland bank is bank #1722 which is located within the same BSA and major <br />watershed (Mississippi River-Metro). A total of 0.1.06 acres of wetland credit are proposed to be <br />withdrawn from this bank to meet the required 2:1 replacement ration. <br /> <br />It is important to note, that while the proposed wetland replacement meets rule requirements, <br />wetland functions identified for wetland 1 will be permanently lost within the City of Hugo. <br /> <br />Special considerations required to be considered as part of the application process have been <br />addressed. The only issue is the presence of Blandings Turtle a state listed threatened species. <br />A condition of the approval should include mitigation measures recommended by MN DNR to <br />avoid turtle mortality. <br /> <br />Based on the application materials submitted by the applicant and subsequent review of those <br />materials against MN Rule 8420, the Wetland Conservation Act (WCA), the applicant has met all <br />of the rule requirements for wetland impact sequencing and replacement. <br /> <br />I recommend approval of this application for wetland impacts sequencing and replacement. <br />Application materials and site plans are attached to this memo. <br /> <br /> <br />Attachments: <br /> <br />Project Location Map <br />Construction Plans/Survey Maps <br />Approved Wetland Boundary Map
