TRUNK HIGHWAY (TH) 61 VISIONING STUDY Scope of Work <br />2 <br /> <br /> <br /> <br /> <br />2.1.1. Elected Officials Goal Setting Session – This subtask includes coordinating and leading an in- <br />person goal setting session to be scheduled within the first two weeks upon notice to proceed <br />and held in Summer 2022. Attendees will include elected officials and staff from the County, City <br />of Hugo, MnDOT, other stakeholders, and the consultant team. The purpose of the work session <br />will be to establish the study purpose and need, refine and prioritize goals, identify <br />opportunities and barriers, and determine successful outcomes. We will identify potential <br />venues and secure the meeting location and prepare invitations, meeting agenda and summary, <br />presentation, handouts, and graphics. <br /> <br />Information gathered during the goal setting session will be brought forth and refined as needed <br />as information is collected and analyzed as a part of study Tasks 3 and 4. <br /> <br />2.2. Public Involvement Plan – Bolton & Menk will draft a Public Involvement Plan (PIP) within 30 <br />days of contract notice to proceed. The document will be a practical guide identifying vision <br />study inputs, approaches, and integration of public involvement with the overall work plan, <br />including: <br />• Study team roles and processes, addressing involvement of the PMT, the Cities of Hugo <br />and Forest Lake, MnDOT, other stakeholder agencies, and the consulting team <br />• Protocols for informing the Washington County Board and City Councils regarding study <br />progress/status, which will be led by County and City staff <br />• Stakeholder identification, including demographic data collection/tracking per the <br />county’s Title VI plan, and the planned methods to reach them <br />• Coordination and integration of public involvement/outreach with other tasks <br />• Recommended alternatives to maximize the effectiveness of outreach using available <br />resources <br /> <br />The draft PIP will be discussed with the PMT at the project kickoff and updated accordingly. It <br />may also be amended periodically throughout the study to manage progress, issues, changes, <br />and stakeholder needs. <br /> <br />2.3. Public Outreach Meetings – This scope of work includes the following public outreach meetings: <br />• Open Houses (2) <br />• Pop-ups (2) <br />• Individual or small-group business/property owner meetings (up to 6) <br /> <br />2.4. Other Outreach Activities – Bolton & Menk will utilize the following strategies to solicit public <br />input and to share study information with interested stakeholders: <br />• Digital/Social Media and Website Content – We will provide content for regular project <br />updates via social media accounts that are maintained and administered by the project <br />partners. Study content will also be developed and provided to Washington County for <br />distribution through a County-hosted project website. <br /> <br />Deliverables: Study Goals and Objectives Memo; Goal Setting Session invitations, agendas, <br />summary, presentation, graphics, handouts, and graphics; Public Involvement
