Staff recommends Council approve <br />the proposal from CivicPlus in addition to $1,312.50 for GIS integration to confirm Hugo <br />residency and Forte for payment processing and gateway services. <br /> <br />G.5 Approve Resignation of Brian Kindelberger as Lieutenant on the Hugo Fire Department <br /> <br />Brian Kindelberger has been a member of the Hugo Fire Department since December, 2013, and <br />has served as a lieutenant on the Department since March, 2018. Brian has submitted his <br />resignation as lieutenant to allow time to continue his education. Brian will remain on as a <br />regular firefighter. Staff recommends Council approve the resignation of Brian Kindelberger as <br />Lieutenant on the Hugo Fire Department effective August 31, 2022 <br /> <br />I.1 Approve Resolutions Declaring Costs to be Assessed and Setting Public Hearing for the <br />Oneka Parkway Improvement Project <br /> <br />On July 5, 2022, the Council awarded a construction contract for the completion of the 2022 <br />Oneka Parkway Improvements Project. As part of the public improvement process, in <br />accordance with the requirement of state statutes Chapter 429 for assessments to benefitting <br />properties, the City needs to declare the costs to be assessed and conduct the assessment <br />hearing. The total project cost is $2,600,000 with assessments totaling $381,500. Staff <br />recommends approval of the resolution declaring the costs to be assessed and ordering the <br />preparation of the proposed assessment roll for the 2022 Oneka Parkway Improvements <br />Project. Staff also recommends approval of the resolution calling the hearing on assessments for <br />the 2022 Oneka Parkway Improvements Project. Staff is requesting that the assessment hearing <br />for the 2022 Oneka Parkway Improvements Project be set for October 3rd, 2022. Construction <br />for the roadway improvements will continue through the fall of 2022 with the signal <br />improvements continuing into the spring of 2023. <br /> <br />J.1 Discussion on Assessment Policy <br /> <br />Staff wanted to determine if City Council wanted to revisit and discuss any portion of the <br />assessment policy since Hugo last updated its assessment policy in 2013. Areas that could be <br />discussed are assessment methodologies, assessment rates or any other particular section. As <br />stated in our assessment policy, special assessment methods described in the policy cannot be <br />considered as all-inclusive and that unique or unusual circumstances may require slight <br />modifications that would be outlined in the feasibility study. Staff could work to include those <br />situations that have been encountered in the past as well as review the 5-year CIP to make sure <br />the assessment policy includes past and potential future unique circumstances are included in the <br />Assessment Policy.
