Hugo Downtown Framework Plan Final Plan & Design Guidelines <br /> <br /> <br /> Page 21 of 23 <br /> <br />• Buildings should be oriented to minimize views of service areas and loading docks <br />from the street; service areas should be buffered with a combination of landscaping <br />and screening; mechanical equipment and trash areas must be fully enclosed and <br />integrated into the architecture using the same materials as the building: <br />• metal fencing or a mechanical vent screen alone is not sufficient; <br />• access to these service areas needs to be provided at the alley, side or rear of the <br />building. <br /> <br />• Residential buildings (single-family homes and multi-family buildings) should be <br />oriented to minimize views of garages and parking areas from the street: <br />• free-standing or detached garages should not be allowed for multi-family <br />residences. <br />• parking should be located below buildings or underground where possible. <br /> <br /> <br />Below-grade parking: side or rear <br />access. Garages should not be as <br />invisible from the street as possible to <br />create a traditional neighborhood feel.
