AREAS REMAINING TO BE DEVELOPED <br /> <br />Of the 1,500 total acres, there are approximately 775 acres remaining in the study area that have not <br />been approved for development. These areas are shown in (Figure 2) and discussed below: <br /> <br />Area A: This area includes the existing large lot residential uses located on the western edge of the <br />study area. This area is anticipated to remain as it is in its current condition, in conformance with the <br />2002 AUAR. This area has been excluded from the Metropolitan Urban Service Area (MUSA) area in <br />the Comprehensive Plan. <br /> <br />Area B: This area includes the Post Office and the Flay Avenue wetland complex. It is guided for <br />medium-density residential. Much of this area is currently wetland and is not developable. A <br />conditional use permit was obtained for the northeastern corner and a new elementary school is <br />being constructed on the upland portion of this area. Construction is scheduled to be complete in Fall <br />2022. This is in conformance with the 2002 AUAR. <br /> <br />Area C: This area is currently guided for both commercial and medium density residential/ <br />commercial uses located adjacent to the north side of CSAH 8/Frenchman Road. Oneka Parkway <br />starts in this area as the main north-south collector. Wagner’s Greenhouse is located within this <br />area. A health facility, daycare and multi-family residential units have been constructed in this area. <br />The LaValle Fields Development is under construction east of Oneka Parkway, adjacent to the public <br />ditch and existing wetlands. These developments are in conformance with the 2002 AUAR. <br /> <br />Area D: This area includes agricultural and large lot residential properties located along the northern <br />edge of the study area. Much of this area is guided for medium- and low-density residential with an <br />area of Industrial use in the northeast corner and has not yet developed. The Prairie Village <br />development has been fully developed since the 2012 AUAR Update . Meadows of Hugo and Oneka <br />Place are in development. <br /> <br />Timeline: The 2002 AUAR anticipated development of this area occurring between 2002 – 2012. As <br />indicated, approximately 48 percent of the study area has been developed. The remaining area <br />could develop between five- and ten-years dependent on market conditions. <br /> <br />IV. UPDATE TO THE ENVIRONMENTAL REVIEW <br /> <br />The DNR Natural Heritage Database information was updated for this AUAR Update. A formal <br />Minnesota Department of Natural Resources (MNDNR) Natural Heritage Information System (NHIS) <br />request was submitted on April 18, 2022, and a response was received on September 20, 2022 <br />(Appendix B). The following records of special status species or rare habitats are within 1 mile of <br />the project area: <br /> <br />• A bristle-berry (Rubus stipulatus) – state endangered plant species in the vicinity of the project. <br />This species is typically found in wetlands within the Anoka sandplain that are open, sunny, and <br />dominated by fine-leaved sedges and rushes. <br /> <br />• Swamp blackberry (Rubus semisetosus) – a state threatened species in the vicinity of the <br />project. This species is typically found in savannas in moist sand along the margins of <br />groundwater-fed swales or marshes. <br />
