October 2022 <br /> <br /> <br />Alternative Urban Areawide Review Update Page 3 <br />Everton Avenue Neighborhood <br />City of Hugo, MN <br />WSB Project No. 020256-000 <br />• Blanding’s turtle (Emydoidea blandingii) – state threatened reptile species within the project area <br />and nearby the project area to the south and east. Typically found in wetland complexes or other <br />calm, shallow water near adjacent sandy uplands. <br /> <br />• Wilson’s phalarope (Phalaropus tricolor) – state threatened bird species documented outside of <br />the project area to the north in a wetland location. Typically found in grass -dominated wetlands, <br />including flooded pastures and stormwater ponds. <br /> <br />• Lance-leaf violet (Viola lanceolata var. lanceolata) – state threatened plant species located <br />outside of the project area to the north. Typically found in low, moist, sandy meadows or swales. <br /> <br />• St. Lawrence grapefern (Botrychium rugulosum) – state plant species of concern located outside <br />of the project area to the north. Found in low, moist habitats in forest openings. <br /> <br />The sewer and water system were reviewed in relation to the existing conditions, past development, <br />and the AUAR. The City’s Comprehensive Sewer and Water plans can accommodate the study <br />area. The City’s Drinking Water Supply Management Area (DWSMA) is located within the <br />southeastern portion of the study area, within development Areas B and C. This area is noted as <br />vulnerable to contamination and development within Areas B and C will be consistent with the City’s <br />Wellhead Protection Plan. <br /> <br />Storm water management regulations continue to change. The study area is subject to the Rice <br />Creek Watershed District (RCWD) rules, administered by the City of Hugo. The RCWD adopted new <br />rules in 2020. Additionally, Total Maximum Daily Load (TMDL) studies have been completed or are <br />in process of being developed that could affect the study area. These changes are noted in the <br />revised mitigation measure in Section V. <br /> <br />Based on this analysis, the area has developed in conformance with the 2002 AUAR and <br />subsequent updates. The areas that are anticipated to develop will be in conformance with the <br />AUAR and updates, and the mitigation measures. The land use plan for the area is based on Option <br />C in the 2002 AUAR. <br /> <br />V. MITIGATION SUMMARY AND UPDATE <br /> <br />The mitigation measures developed in the AUAR process are outlined below, including a progress <br />update: <br /> <br />1. All permits identified in the AUAR and noted by the commenting agencies will be secured by <br />private properties/developers or the City, as appropriate, for all development areas within the <br />Everton Avenue development area. The permits are listed under Item #8 of the AUAR. <br />Permits were secured for past projects and will continue to be obtained for future <br />projects. <br /> <br />2. Completed: The City has amended their Comprehensive Plan to be consistent with the <br />information and conclusions of this AUAR, which will guide the permitted land use, z oning, <br />utility extensions, and other development activities. The amended Comprehensive Plan is <br />currently awaiting approval from the Metropolitan Council. The City’s Comprehensive Plan <br />was approved by Met Council and this item has been completed.
