October 2022 <br /> <br /> <br />Alternative Urban Areawide Review Update Page 11 <br />Everton Avenue Neighborhood <br />City of Hugo, MN <br />WSB Project No. 020256-000 <br />County (for improvements to CSAH 8), and the City of Hugo. This measure has been <br />followed and will continue to apply. <br /> <br />62. Noise mitigation is not proposed at this time. All City and County roads in the project area <br />are exempt from state noise standards. The only nearby roads that are not exempt from <br />State noise standards are I-35E and TH 61. Noise levels along the collector roadways are <br />not anticipated to exceed state noise standards, nor are they anticipated to be greater than <br />noise levels that are commonly experienced within a residential area. Noise mitigation, if any <br />is provided, would be the responsibility of the individual developers of the residential <br />properties in the study area. This has not been an issue, but this measure still applies. <br /> <br />63. UPDATED: The greenway corridor and trail system shall be implemented with City <br />oversight. Developers shall be responsible for implementing trails associated with the <br />greenway and areas within the study area. The County shall be responsible for an y trail <br />development associated with County road reconstruction per Washington County’s Cost <br />Participation Policy. This measure has been followed and will continue to apply. <br /> <br />64. The City of Hugo shall cooperate with the City of Lino Lakes to develop appropriate trail <br />connections between the two cities. There is a trail along CSAH 8 that connects the two <br />cities. If development occurs along the border of the cities, this will continue to be <br />evaluated. <br /> <br />65. Through City plan review, the City shall require appropriate screening of developments <br />adjacent to land use changes and natural resources as deemed necessary by the City. This <br />measure has been followed and will continue to apply. <br /> <br />66. The City shall provide municipal services to the study area. These services include storm <br />sewer systems, sanitary and water service, and City streets. These services will be <br />constructed as part of development. This measure has been followed and will continue <br />to apply. <br /> <br />67. The City shall continue to implement its CIP to locate and provide community facilities to its <br />residents. This measure has been followed and will continue to apply. <br /> <br />68. UPDATED: The City shall continue to work with the White Bear School District to address <br />the needs for additional elementary schools. Oneka Elementary School was constructed <br />within Waters Edge and Heritage Ponds. Hugo elementary is being converted into an <br />early childhood education center and North Star Elementary is developed west of <br />Forest Boulevard North/Hwy 61. <br /> <br />69. The City recommends that developments consider stormwater reuse in an effort to reduce, <br />reuse and replenish water within the city. <br /> <br />70. UPDATED: Any solid or hazardous waste is discovered during development will be properly <br />managed at an appropriately permitted waste disposal facility. <br /> <br />71. UPDATED: a habitat assessment for state-protected species a bristle-berry, swamp <br />blackberry, and lance-leaf violet will be conducted in any undisturbed areas that will be <br />impacted by proposed developments. If necessary, a DNR take permit for protected species <br />will be obtained. <br /> <br />72. UPDATED: The city will consider options for reducing chloride use throughout the project <br />area and will encourage developers to consider chloride-reduction measures.
