October 2022 <br /> <br /> <br />Alternative Urban Areawide Review Update Page 10 <br />Everton Avenue Neighborhood <br />City of Hugo, MN <br />WSB Project No. 020256-000 <br />53. Construction of local collector streets and frontage/backage roads will minimize the need for <br />local trips on regional arterials such as TH 61 and CSAH 8. Collector roadways will need to <br />be improved or constructed based on the timing and location of specific development. The <br />City of Hugo will continue to monitor traffic volumes and traffic operations to determine when <br />additional improvements will be necessary. This activity is ongoing. <br /> <br />54. COMPLETED :Construct the north-south collector street between 165th Street and the <br />extension of 147th Street as a two-lane roadway. Additional capacity requirements may be <br />necessary at the southern end of the roadway where daily traffic volumes are forecast to be <br />12,000 – 15,000. Oneka Parkway has been constructed between CSAH 8/Frenchman <br />Road and 159th Street. <br /> <br />55. COMPLETED: Construct the east-west collector street (extension of 159th Street) between <br />Highway 61 and Elmcrest Avenue as a two-lane roadway. This has been completed, <br />although the roadway changes to Heritage Parkway and is not a direct extension o f <br />159th. <br /> <br />56. The City of Hugo will continue to support improvements along TH 61 including intersection <br />improvements, safety improvements, and capacity improvements. Such improvements <br />would add needed capacity and safety improvements to accommodate Mn/DOT’s <br />Transportation Studies Plan (TSP) that lists TH 61 as a Preservation Corridor. No additional <br />public access points are being requested along TH 61 as a result of the proposed <br />development within the Everton Avenue AUAR study area. The access and corridor plan <br />has been completed with MnDOT, Washington County, Washington County Rail <br />Authority, and the City for TH 61 corridor within Hugo. <br /> <br />57. Currently, there are no transit routes utilizing any of the roadways within the study area. <br />There is a park-n-pool lot located near CSAH 8/14 and I-35E in the City of Lino Lakes. As <br />development in the Everton Avenue AUAR study area and the City of Hugo occurs, further <br />consideration will be given to establish connections to transit services. The Rush Line transit <br />corridor is another opportunity to provide transit service to the northeastern suburbs and <br />could assist in reducing the volume of trips that may be made by automobiles. Connecting <br />people and neighborhoods to these transit corridors will be considered during subdivis ion <br />review and approval. This activity is ongoing. <br /> <br />58. UPDATED: The City updated their Trail and Sidewalk Plan in 2019 (Figure 3). There is a <br />regional trail along Frenchman Road and City sidewalks and trails within portions of the <br />study area. Additional proposal trails are planned within the study area. Trail connections will <br />continue to be made as additional development occurs. <br /> <br />59. Access along all roadways will be managed to ensure traffic operations and safety is <br />protected. Access spacing guidelines, such as those identified in the Hugo Transportation <br />Plan, will be used as guidance for future access points. This activity is ongoing. <br /> <br />60. The capacity of the ditch and other water conveyance systems will be accounted for to <br />ensure that stormwater storage capacity is maintained during the design of the collector <br />roads. This measure has been followed and will continue to apply. <br /> <br />61. Implementation of transportation related mitigation measures will be assured through the <br />City, which will require and regulate infrastructure improvements through the City review, <br />approval, and permitting process. Funding for the proposed improvements will be provided <br />from several sources including development agreements, site assessments, Washington
