Executive Summary <br />The proposed improvements for the 2023 Birch Tree Ponds Area Street Improvements consists of partial <br />roadway reconstruction, mill and overlay improvements, and spot curb and gutter replacement as <br />conditions warrant of existing roads in Hugo, MN. The partial reconstruction improvements will include, <br />Foxhill Avenue North, 138th Street North, Geneva Avenue North, 135th Street North, 135th Court North, <br />Freeland Avenue North, Freeland Court North and Fountain Ave North of Egg Lake Road. Work on <br />Fountain Avenue North South of Egg Lake Road will involve mill and overlay improvements. <br /> <br />A map of the proposed street improvements is located on Figure 1 in Appendix A. The portion of <br />Fountain Ave N that is north of Egg Lake Rd is zoned Central Residential (CR-3), while the remaining <br />portion of the project area is zoned as Single Family Detached Residential (R-3). <br /> <br />The cost of the street project is estimated to be $2,113,700. The project costs include a 5% contingency <br />and 20% indirect costs. Funding for the project will consist of assessments, and City Street CIP Funds. A <br />detailed Opinion of Probable Cost can be found in Appendix B. <br /> <br />The project schedule proposed includes construction beginning as soon as June 2023, with substantial <br />completion by late summer 2023. <br /> <br />The project is feasible, necessary, and cost effective from an engineering standpoint and should be <br />constructed as proposed herein. <br /> <br />
