Introduction <br />2.1 Authorization <br />On July 5, 2022, the Hugo City Council authorized the preparation of a feasibility report for the <br />2023 Birch Tree Ponds Area Street Improvements. <br /> <br />2.2 Scope <br />This feasibility report includes street improvements and limited drainage improvements along the <br />following existing roads: <br /> <br /> Fountain Avenue North (South of Egg Lake Road) - mill and overlay <br /> Fountain Avenue North (North of Egg Lake Road) <br /> Foxhill Avenue North <br /> 138th Street North <br /> Geneva Avenue North <br /> 135th Street North (terminate to west of 5815 135th Street North) – including 2 stub streets <br /> 135th Court North <br /> Freeland Avenue North <br /> Freeland Court North <br /> <br />These improvements will incorporate a partial roadway reconstruction and spot curb and gutter <br />replacement when conditions warrant. <br /> <br />2.3 Data Available <br />Information and materials used in the preparation of this report include the following: <br /> City of Hugo 5-Year Capital Improvement Plan, approved in 2020 <br /> City of Hugo Assessment Policy Manual <br /> City of Hugo Property Index Records <br /> City of Hugo Record Drawings <br /> Pavement Cores <br /> Topographic Survey <br /> Field Observations of the Project Area <br /> <br />2.4 Project History <br />The 2023 Birch Tree Ponds Area Street Improvements is identified in the City’s Capital Improvement Plan <br />to address the deteriorating condition of the roadway. <br />
