Comprehensive plan amendment, <br />rezoning, site plan, conditional use permits, variance, and subdivision for a three <br />story apartment building and an addition of 16 manufactured homes for the <br />properties located at 15135 Forest Boulevard and 15057 Forest Boulevard. <br />DATE: November 3, 2022, for the City Council meeting of November 7, 2022 <br />ZONING: Low Density Multiple Family Residential (R-4) and General Industrial (I-3) <br />COMPREHENSIVE PLAN: Medium Density Residential (MD) and Industrial (IND) <br />60-DAY REVIEW DEADLINE: November 8, 2022 <br />1.PLANNING COMMISSION UPDATE: <br />At its October 27, 2022, meeting the Planning Commission held a public hearing and considered <br />the requests. The applicant and two residents spoke during the public hearing. There were some <br />questions about drainage, tree preservation and trespassing. The applicant and their <br />representatives addressed the questions. They stated that the drainage will be the same or less <br />that it is now and discussed how the property drains into a proposed stormwater pond. They <br />stated that it is their intent to keep the trees, but due to grading there will be tree removal. The <br />applicant has stated that they would replace the trees with evergreen trees and that is a condition <br />of approval. They stated that they will work with on the trespassing issues. <br />The Planning Commission ask about tree removal as well. They talked about access to parks and <br />open space for residents in the project. The Planning Commission agreed that proposed project <br />was a good use of the property and fit in with the surrounding area. The Planning Commission <br />unanimously recommended approval of the applications to the City Council, subject to the <br />conditions listed in the resolutions.
