DESCRIPTION OF REQUEST: <br /> <br />The applicant is requesting a comprehensive plan amendment to change the land use from <br />Medium Density Residential (MD) and Industrial (IND) to High Density Residential (HD). The <br />applicant is requesting to rezone the property from Low Density Multiple Family Residential (R- <br />4) and General Industrial (I-3) to Medium Density Multiple Family Residential (R-5). The <br />applicant is requesting approval of a site plan and conditional use permit (CUP) for a three story <br />approximately 60,000 square foot apartment building (19,500 foot print) and expansion of the <br />manufactured home community with 16 additional homes for the property. The applicant is <br />requesting a CUP for the Apartment use. Apartments are allowed the multi-family zoning district <br />with a CUP. The applicant is requesting a CUP for the expansion of the manufactured home <br />community. Manufactured homes are allowed in any multi-family zoning district with a CUP. <br />The applicant is requesting a subdivision of the property to have the apartments on a separate <br />parcel. The common driveways and facilities will have a shared access and use agreement for all <br />of the parcels. The applicant is requesting a variance to allow the apartment building to be 39 <br />feet in height, where 35 feet is allowed by the ordinance. <br /> <br />The property is 7 acres with no wetlands on site. The density of the project would be ten units <br />per acre, meeting the proposed zoning district regulations. <br /> <br />3. CONTEXT: <br /> <br />A. Surrounding Land Use and Zoning <br /> <br />The properties to the north are zoned General Industrial (I-3) and are guided as Industrial (IND) <br />in the 2040 Land Use Plan. The properties are occupied single family homes and industrial uses. <br />The properties to the east and south are zoned Low Density Multiple Family Residential (R-4) <br />and are guided as Medium Density Residential (MD) in the 2040 Land Use Plan. The properties <br />are occupied by residential townhome developments and the existing manufacture home <br />community. The property to the west across Highway 61 is zoned Single Family Detached <br />Residential and is guided as Medium Density Residential (MD) in the 2040 Land Use Plan. The <br />property is occupied by North Star Elementary School. <br /> <br />B. Existing Site Characteristics <br /> <br />The property zoned industrial is occupied by a single family home that will be demolished with <br />the project. The other property is vacant. The properties are generally flat and do not contain any <br />wetlands. <br /> <br />4. BACKGROUND: <br /> <br />The applicant currently owns the Hugo Estates manufactured home community to the south and <br />owns the properties that are proposed to be developed. The manufactured home park was <br />developed in the 1970’s and does have approval to expand with additional manufactured homes <br />on the property. The applicant would like to expand the manufactured home community and <br />develop a 54 unit apartment building on the west side of the property. <br /> <br />
