The possible impacts of the amendment on all specific elements of the <br />Comprehensive Plan as may be applicable, including but not limited to: <br /> <br /> a. Transportation Plan; <br /> <br />Based on trip generation calculations for the existing and proposed land <br />use, the change in land use will not adversely impact the transportation <br />system. <br /> <br /> b. Sanitary sewer flows and water supply; <br /> <br />The applicant is proposing a land use change from Industrial and Medium <br />Density Residential to High Density Residential. Staff has reviewed <br />sewer flows generated and have determined there is an increase in sewer <br />flows generated from the proposed land use change. The increase is <br />nominal, and the City’s sanitary sewer system can accommodate the <br />additional flow. The change is land use does not have a system impact. <br />This change will require a comprehensive plan amendment, however <br />early indications are that due to the minor nature of the proposed change, <br />this amendment may be reviewed by Met Council staff administratively. <br /> <br /> c. Parks and Open Space; <br /> <br />This development is in Neighborhood Park Service Area 10 which <br />includes Oneka Ponds Park and city-owned properties. The community <br />is immediately north of Hugo Elementary School which has a <br />playground, hockey rink, and ball diamond. Immediately east of the <br />community is a vacant property. In 2021, 40 townhomes to be known as <br />Oneka Lake Reserve was proposed on that site and approved. The <br />approval included a small city park with a small playground and small <br />shelter which would be adjacent to the community. The development has <br />not been constructed. North Star Elementary, on the west side of <br />Highway 61, offers a playground, ball fields and more. <br /> <br /> d. Capital Improvement Program (CIP). <br /> <br />There are no public streets in the proposed project. MnDOT has <br />commented on the proposed comprehensive plan amendment. In addition, <br />the developer would be responsible for the full cost of the infrastructure <br />improvements needed to serve the property. No impacts will be made to <br />the CIP with this project. The park dedication and trunk fees will be paid <br />with the project. <br /> <br /> <br /> <br />
