Hugo Estates Apartments and Manufactured Home Community Expansion Page 12 <br />1. The landscape plan shall be revised for review and approval by staff to include the <br />following: <br />a. Stagger the evergreen trees along Highway 61. <br />b. Include landscaping behind the garages for the apartments. <br />c. Screen the trash enclosure on all sides with evergreens. <br />d. Relocate any landscaping on slopes or drainage swales. <br />e. Landscaping shall be added to screen any ground mounted mechanical equipment. <br />f. The developer shall provide staff with planting details for landscaping proposed on <br />the slopes of the property. <br />g. Add additional trees to areas where trees are removed. <br /> <br />Staff will continue to work with the developer on revisions to the landscape plan. <br /> <br />The developer is proposing the ground cover to be seeded with grass and the property will be <br />irrigated. <br /> <br />Lighting <br /> <br />The ordinance requires lighting to consist of cut-off fixtures. Light cast on adjacent property and <br />roads is not to exceed ½ foot candle measured at the property line or 1 foot candle measured at <br />the street’s centerline. There are areas of the lighting plan that do not meet the ordinance <br />standard, but can easily be revised. The applicant shall revise the lighting plan for review and <br />approval by City staff. <br /> <br />The developer is proposing pole mounted cut-off light fixtures within the parking lot area. The <br />developer is also proposing wall mounted downcast cut-off light fixtures on the building. The <br />developer has provided examples of cut sheet for the lights. Shields will be required on the <br />proposed lights to reduce glare. Prior to the installation, the pole and wall mounted fixtures will <br />need to be reviewed and approved by staff. <br /> <br />The applicant has provided cut-sheets for the wall lighting. Staff recommends adding decorative <br />lighting to the walls of the building. <br /> <br />Fencing and Screening <br /> <br />The developer is not proposing any fencing at this time. If fencing is proposed in the future, the <br />location and type shall be reviewed and approved by staff. <br /> <br />The developer is not showing the location of any roof top mechanical equipment. The applicant <br />has not shown where ground mounted equipment would be on the property. Landscaping shall be <br />added to those areas to screen the equipment. <br /> <br />Streets and Access <br /> <br />The development has adequate access from Highway 61. Staff received comments from MnDOT <br />and the application will be required to comply with the letter, get all permits required from <br />MnDOT, and will be responsible for the full cost of the infrastructure improvements needed to
