Staff will <br />work with the applicant and MnDOT as the project moves forward. <br /> <br />Additional right-of-way shall be dedicated for the future expansion of Highway 61. Staff will <br />work with the applicant on the dimension and easement documents. <br /> <br />Trails/Sidewalks <br /> <br />The Existing and Proposed Trails Map does not show a trail in the area. <br /> <br />The developer has shared an interest in working with the Hugo Good Neighbors Food Shelf, <br />located northeast of the proposed apartments, to provide a pedestrian route to Francesca Avenue <br />North and 152nd Street. There is a controlled intersection at 152nd Street N and Highway 61. On <br />the west side of Highway 61 is North Star Elementary and the Hardwood Creek Regional Trail. <br /> <br />With the approval of Oneka Lake Reserve, a sidewalk was proposed on the north side of 150th <br />Street which would connect to the south east corner of the Hugo Estates Community. <br />Building Architecture <br /> <br />In 2005, the City Council adopted the Multi-Family Design Guidelines and the developer has <br />provided building elevations and a building rendering for review. <br /> <br />The majority of the building will include steel siding, with accents cast stone along the bottom, at <br />the main entrance, and building corners. There seems to be good color variation in the design. <br />Staff will continue to work with the developer on the building materials and colors. There will <br />be a stone sill along the top of the stone as the material transitions to cement board siding. The <br />windows and doors will include a white color frame around the edges. The architecture includes <br />a pitched roof with asphalt shingles. <br /> <br />The building has horizontal and vertical projections, which are encouraged by the Multi-Family <br />Design Guidelines. The sides of the building are broken up by the projections, windows, and <br />color variation. The peaked roof sections could be wider to create a more balanced design, as <br />they are tall and skinny and widening them will help breakup the façade of the building. The <br />main entrance is on the south side of the building and includes a significant amount of cast stone <br />and a canopy with pillars, creating a clear main entrance. However, the entrance could be larger <br />and more dramatic to fit the overall design of the building. Staff recommends that cast stone be <br />added to the pillars for a more cohesive design. The developer has done a good job of wrapping <br />the cast stone around the corners of the building with the corner design elements. <br /> <br />The design guidelines state that buildings should be designed with high quality materials on all <br />sides of the building. The west elevation seems to be missing some of the architectural elements <br />that are on the east elevation (front of the building). Staff recommends that the developer add <br />architectural elements and add the cast stone, to the elevations to match the other elevations of <br />the building. Staff will continue to work with the developer on the architecture on that portion of <br />the building. <br />
