This section addresses the Special Considerations listed in Minnesota State <br />Statute 8420.0515 that should he reviewed before submitting a replacement plan. <br /> <br />1. Endangered and threatened species – A review of the Minnesota Department of Natural <br />Resources (MNDNR) Natural Heritage Information System (NHIS) data identified an <br />observation of 1 female Blanding’s Turtle on the east side of Highway 61 in 1997 (approximately <br />1,100 feet from Wetland 1). No other observations were listed. Since there have been no <br />observations in the past 25 years and since no observations were made during the site visit, <br />there is little risk of this replacement project impacting endangered and threatened species. <br />2. Rare natural communities – A review of the NHIS data did not identify any rare natural <br />communities. <br />3. Special fish and wildlife resources – The wetland is not connected to any stream (that would <br />provide fish passage and spawning areas), does not contain any colonial water bird nesting colonies, <br />retain enough surface water to act as a migratory waterfowl concentration area, provide shelter <br />usable as a deer wintering area, and does not provide a wildlife travel corridor. <br />4. Archeological, historic, or cultural resource sites – A review of the Property for known <br />archaeological, historical, or cultural resource sites was requested from the Minnesota State <br />Historical Preservation Office. No sites were identified on the Property. <br />5. Groundwater sensitivity – industry Best Management Practices (BMPs), including a filtration <br />trench surrounding the retention pond, grading to encourage natural infiltration within green <br />spaces among the power line corridors, and others are incorporated into the site design per the <br />City of Hugo’s rules. In utilizing these BMPs, groundwater risks due to this project will be <br />minimized. <br />6. Sensitive surface waters – MN State Statue 7050.0335 was reviewed, and no outstanding <br />resource value waters were identified on the Property. In addition, MN State Statute 6264.0050 <br />was reviewed, and no trout waters were identified on the Property. <br />7. Education or research use – According to the Property owner, Wetland 1 is not used for any <br />educational or research purposes. <br />8. Waste disposal sites – There has been no hazardous or potentially hazardous waste observed <br />during site visits to Wetland 1. <br />9. Consistency with other plans – The Vision Statement of the City of Hugo’s 2040 Comprehensive <br />Plan promotes development along several growth corridors, including Highway 61 (where this <br />Project is located) to concentrate commercial/industrial development, allowing the non-Growth <br />Corridor areas to remain sparsely populated to preserve the “rural” feel of the city. One of the <br />Economic Development Guiding Principles is to “Provide quality development that will ensure an <br />expanded tax base and employment opportunities for residents,” which this Project will <br />provide. <br /> <br /> <br />
