Agenda Number K.1

CITY OF HUGO COMMUNITY
DEVELOPMENT DEPARTMENT

PLANNING AND ZONING APPLICATION
STAFF REPORT

TO: Bryan Bear, City Administrator

FROM: Max Gort, Associate Planner, through Rachel Juba, Community
Development Director.

SUBJECT: Summit Management LLC. – Rosemary Place Sketch Plan

DATE: November 17, 2022, for the City Council Meeting of November 21, 2022

ZONING: General Business (C-2)

COMPREHENSIVE PLAN: Commercial (COM)

REVIEW DEADLINE (120-days): January 7, 2023

1. PLANNING COMMISSION MEETING UPDATE:

At its November 10, 2022 meeting, the Planning Commission reviewed and provided comments
on the sketch plan. The Commissioners generally felt comfortable with an apartment use on the
commercially-zoned property, pending the approval of zoning and Comprehensive Plan
amendments. The primary concerns raised by the Commissioners were the proposed wetland
impacts, vehicle circulation through parking lots and proposed access points, and the compact
nature of the site design. The Commissioners had concerns on the access points and the long
parking lots areas that could encourage speeding and cut-through traffic. They recommended
revisions to the parking lot layout and circulation to mitigate speeding and to remove the long
parking lot areas. The Commissioners also had issues with the detached garage and asked
whether the applicant would consider underground parking to favor a more open site design and
to be consistent with the apartment to the north. They stated that the site seems to be
overcrowded on the west side and asked if more of the property could be used. The applicant
stated that the eastern portion of the property would likely remain recreational space as is
proposed in the sketch plan, since that area is bisected by the powerlines and easement areas. The
Commission wanted any development of the property to fit in with the surrounding area.

2. ECONOMIC DEVELOPMENT AUTHORITY (EDA) MEETING UPDATE:

At its October 18, 2022 meeting, the EDA reviewed and provided comments on the sketch plan.
