Page 2 <br /> <br /> <br /> 2 <br />The EDA generally agreed that a multi-family residential use on the property may be more viable <br />than commercial uses, since the visibility is not great. They states that there is commercial along <br />CSAH 8 and it does fulfill the vision of the City to have commercial uses along CSAH 8. They <br />states that the property is the back side of the commercial uses and would allow residents to walk <br />to the adjacent commercial uses. One EDA member stated that the City should evaluate <br />apartments in the City, since it does not seem like there is a good plan to allow them. They did <br />have questions about the detached garage spaces and asked why underground parking was not <br />considered. The applicant states that he would like to have lower rent prices and underground <br />parking is a large cost for construction. The EDA did not comment on the overall site plan, but <br />said it needed more work. <br /> <br />3. DESCRIPTION OF REQUEST: <br /> <br />The applicant, Summit Management LLC, is proposing to construct a 90-unit apartment complex <br />on the west side of a 12.96-acre property, of which 7.75 acres are buildable. The property is <br />located to the south of Rosemary Way N and north of Frenchman Road/CSAH 8, west of Festival <br />Foods. The property is bisected diagonally by a 50-foot wide utility transmission line easement. <br /> <br />The applicant is requesting review and comments on a sketch plan for development of the <br />property with an apartment use, where current zoning and land use is commercial. <br /> <br />A sketch plan is a way for an applicant to get feedback and unbinding comments on the plan, <br />prior to formal submittal for approval. <br /> <br />4. CONCEPT PLAN: <br /> <br />Current Zoning <br /> <br />The property is currently zoned General Business district (C-2). The C-2 zoning district is <br />designed to provide commercial services which are oriented toward motorists and require <br />visibility from major roads and high volumes of traffic. <br /> <br />Current Land Use <br /> <br />The property is guided for Commercial (COM) use in the 2040 Comprehensive Plan. The <br />Commercial land use designation provides for commercial, office and retail uses generally <br />concentrated along key transportation corridors. <br /> <br />General Layout <br /> <br />The applicant is showing a proposed 90-unit, 3-story apartment building to be developed in the <br />northwest corner of the parcel. The development would be roughly across from the existing <br />Rosemary Apartments located at 4628 Rosemary Way N. Access to the development would be <br />from Rosemary Way at the northwest and northeast corners of the proposed parking lot. Parking
