Xcel Energy <br />Page 6 <br /> <br />Fencing and Screening <br /> <br />The applicant is proposing fencing around the proposed substation and transmission line and to <br />the south portion of the building to prevent unauthorized access. The fencing around the <br />substation is proposed to be 10 feet high, and constructed with a mixture of black wrought iron <br />and black chain link, consistent with fencing around the rest of the site. Remaining screening <br />will be provided with the mature wooded areas to the west and south of the property. <br /> <br />Any exterior mechanical equipment for the building will need to be adequately screened with <br />material consistent with the rest of the building design. The applicant has stated that mechanical <br />equipment will either be located at ground level or the interior of the building, and that a <br />screening plan will be submitted as the plans for mechanical equipment layout progresses. Staff <br />will continue to work with the applicant to ensure that any exterior mechanical equipment will be <br />adequately screened. <br /> <br />Streets and Access <br /> <br />The existing facilities on the property are adequately served with two access points onto Fenway <br />Boulevard N. The applicant is proposing an additional access point to the north of the proposed <br />new building, as well as a widening of the existing curb cut near the existing building to 33 feet. <br />The proposed new and modified access points meet City Code requirements. <br /> <br />Parking <br /> <br />Per City Code the parking required for the building and facility is 186 parking stalled. The <br />applicant has stated at the peak of training on the site more parking stalls may be needed. The <br />plans show a total of 317 parking spaces. The applicant is proposed to construct 229 stalls and <br />shows 110 parking stalls as deferred parking. The deferred parkin g would be constructed at any <br />time deemed necessary by the City, if a parking problem occurs. The parking spaces meets the <br />ordinance standard. <br /> <br />Trails <br /> <br />There is a City trail along Fenway Boulevard N. The applicant is not proposing to impact this <br />trail or provide any additional trails. If the trail is impacted, the applicant will be responsible for <br />replacement of the trail. <br /> <br />Architecture, Building Material <br /> <br />The applicant has provided floor plans, elevations, and renderings of the proposed building. The <br />architecture of the building will be subject to the Commercial and Industrial Design Guidelines <br />adopted by the City in 2011. The guidelines encourage four-sided design with at least one change <br />in wall planes and roof lines to provide depth. The applicant has proposed a mixture of concrete <br />panels and wood-like metal materials to create a light and dark contrast across the facades of all <br />four sides of the building. The applicant is at 25% for the metal material and will need to reduce <br />it to 20% per the commercial and industrial design standards. In general, the applicant has done a <br />good job meeting the intent of the commercial and industrial design guidelines. Staff has
