Xcel Energy <br />Page 7 <br />requested that the applicant provide material samples to ensure that the proposed metal building <br />material, and that the color, texture, and design of the other building materials are attractive and <br />aesthetically pleasing. <br /> <br />Signage <br /> <br />The applicant is proposing a wall sign to be placed on the front façade of the building. Sec. 90 - <br />265(h)(1)(a) restricts single-tenant wall signs to a maximum of 10 percent of the gross wall area <br />of the front façade. The applicant will need to provide dimensions of the wall sign prior to <br />issuance of a sign permit. The applicant has mentioned the possibility of constructin g one or <br />more directional monument signs to assist in the direction of visitors attending training events. <br />Staff will review these potential monument signs prior to the issuance of a sign permit. <br /> <br />Drainage / Grading <br /> <br />The applicant is proposing stormwater management through two infiltration basins, one located <br />near the west property line and one located between the proposed building and substation. The <br />stormwater ponds are proposed to be constructed in existing low-lying wetland areas, <br />minimizing the need for additional grading. The proposed impervious surface is not shown to <br />drain to the infiltration basins, and the applicant will need to provide treatment plans prior to <br />future permitting. However, the applicant’s stormwater management plan generally meets the <br />City’s water quality and rate control standards. Staff will continue to work with the applicant on <br />addressing the technical comments related to their stormwater management plan prior to the <br />issuance of a stormwater permit. <br /> <br />Utilities <br /> <br />The applicant plans to connect to city sewer and water stubs which are available for the northerly <br />portion of the property. <br /> <br />Wetlands <br /> <br />The applicant is proposing to impact 0.39 acres of wetland, mitigated by the purchase of wetland <br />credits. A wetland replacement plan application was received by the City on September 27, <br />2022, and has been reviewed by the Technical Evaluation Panel (TEP). The TEP is <br />recommending approval of the wetland replacement plan for the site. <br /> <br />Park Dedication <br /> <br />Park dedication is not required for the proposed use. <br /> <br />It is in staff’s opinion that the applicant has met all the necessary requirements to approve their <br />site plan. <br /> <br />6. CONDITIONAL USE PERMIT AMENDMENT: <br /> <br />The applicant is proposing to expand outdoor storage with construction of new training <br />transmission lines and a training substation.
