Temporary drainage and utility easements shall be located over Outlots B, C, E, F, and J, <br /> until they are developed. <br /> 7. The developer is responsible for the cost and construction of the roundabout at 159th <br /> Street and Highway 61. Permit shall be issued by MnDOT for construction of the <br /> roundabout at 159th Street and Highway 61. The roundabout at 159th Street and <br /> Highway 61 shall be constructed and functioning, with the first layer of bituminous, prior <br /> to issuance of a building permit for the 1 st building, of any future phases of development. <br /> 8. The developer shall design and install a stormwater re-use system for irrigation of the <br /> individual lots. <br /> 9. The developer shall establish a property owners association for the development to <br /> own/operate/maintain common elements, monument signage, landscaping, and the water <br /> re-use system. The property owners association documents shall be reviewed and <br /> approved by staff prior to recording the plat. <br /> 10. The landscaping planned for the plat shall be installed in one phase. The developer shall <br /> take proper precautions to protect the trees as the homes are being built. <br /> 11. Each home shall include a minimum of 2 parking spaces within the driveway. The <br /> driveway widths shall be a maximum of 24 feet at the right of way line. <br /> 12. Staff will continue to work with the applicant on the street lighting plan. Exact locations <br /> of the street lights shall be reviewed and approved by staff prior to installation. <br /> 13. The twinhome elevations shall be reviewed and approved by staff. <br /> 14. When needed, a Letter of Map Revision will need to be prepared and submitted for 4 <br /> FEMA approval so that the existing floodplain boundaries and elevations can be revised <br /> per the plans. <br /> 15. The developer shall obtain all necessary local, state, and federal permits. <br /> 16. Prior to recording the fmal plat: <br />
