Agenda Number: G.15 <br />CITY OF HUGO <br />PLANNING AND ZONING <br />APPLICATION <br />STAFF REPORT <br />TO: <br />FROM: <br />SUBJECT: <br />DATE: <br />ZONING: <br /> LAND USE: <br />Bryan Bear, City Administrator <br />Rachel Juba, Community Development Director <br />Southwind Holdings, LLC – Preliminary Plat and PUD General Plan for <br />a residential development to be known as “Oneka Prairie” <br />December 15, 2022, for the City Council meeting of December 19, 2022 <br />Future Urban Service <br />Low Density Residential (LD) <br />DEADLINE DATE (120-days): January 21, 2022 <br />1.PLANNING COMMISSION UPDATE: <br />At its December 8, 2022, meeting the Planning Commission held a public hearing and considered <br />the request. Staff provided background on the development application and recommended <br />approval of the development. <br />There were three people that spoke during the public hearing. One was a property owner to the <br />west with the road easement and her representative with requests and comments to the Planning <br />Commission. The first item was that they requested Oneka Parkway to be extended to 165th <br />Street with the development and wanted Oneka Parkway to be on the east side of the easement as <br />much as possible. They requested that road and utility stubs be provided to the property to the <br />west. They stated since Oneka Parkway will not connect to Everton Avenue to the north that they <br />are losing access to a portion of their property. <br />Staff stated that Oneka Parkway is being extended from the south with a trail and sidewalk on <br />each side of the road. In order to provide a buffer (greenspace) from the property lines to the edge <br />of the trail staff recommends it remain as shown on the plans. As the property to the west <br />develops the City could consider reducing the easement width for Oneka Parkway on that <br />property. Staff has concerns with traffic if Oneka Parkway was extended and connected to 165th
